The Ministry hosted a meeting of the final board of the Gostekhnadzor Department of the Republic of Tatarstan

The meeting was chaired by the First Deputy Minister of Agriculture and Food of the Republic of Tatarstan Lenar Garipov. Also taking part were the head of the State Technical Supervision Department of the Republic of Tatarstan Albert Burganov, a member of the Public Chamber of the Russian Federation, a member of the Public Chamber of the Republic of Tatarstan Munir Gafiyatullin, deputy head of the State Traffic Inspectorate of the Ministry of Internal Affairs for the Republic of Tatarstan Damir Bikmukhametov, deputy head of the territorial body of the Main Directorate of the Ministry of Emergency Situations of Russia for the Republic of Tatarstan Yuri Venediktov.

During the meeting, the head of the Gostekhnadzor Department of the Republic of Tatarstan, Albert Burganov summed up the work in the main areas of activity and identified priority tasks for 2024.

“The past year has become a new stage in the development of the Gostekhnadzor Department of the Republic of Tatarstan; we are creating a new reality every day, including with digital technologies. Management has become more open, and daily routine actions have become more comfortable,” noted Albert Burganov.

Technical inspection is one of the main and mandatory activities necessary for the safe operation of self-propelled vehicles and other types of equipment. During the reporting year, 71,259 units of self-propelled vehicles and trailers were submitted for technical inspection and were issued a certificate of technical inspection, which is 72% of all registered vehicles. In the agro-industrial complex, the level of technical inspection passed was 85%. In the industrial sector this figure was 87%. At the end of 2023, technical inspection of self-propelled vehicles and trailers owned by individuals accounts for only 54% of equipment.

The Gostekhnadzor Expert database contains more than 238 thousand valid tractor driver licenses, which allows to quickly resolve issues of control over admission to driving self-propelled machines, renewal and replacement of licenses. In 2023, a total of 18,686 tractor driver licenses were issued (replaced).

Albert Burganov also named the main tasks of the Department for 2024. Raising the quality and level of coverage of technical inspection, paying special attention to self-propelled equipment of individual owners. Equally important is improving the working conditions of inspector engineers in territorial departments, equipping their activities with new equipment, instrumentation and uniforms. Increasing the share of services provided electronically. Increasing the efficiency of the work of territorial departments and departments of the central office when organizing supervision of the technical condition of self-propelled vehicles and attractions based on the introduction of new approaches, best practices of the regions and personnel decisions. Providing information on the presence or absence of registered self-propelled vehicles through the Public Services Portal.

Lenar Garipov made the closing remarks. Today, about 18.2 thousand self-propelled agricultural machines and more than 6 thousand tractor trailers are used in agricultural formations of the republic.

Despite the active updating of equipment, agricultural producers are unable to carry out field work within the agrotechnical time frame without the use of old-age machines. Therefore, all equipment, regardless of age, must comply with standards that ensure the safety of machine operators and other road users. In this regard, the Gostekhnadzor Department is faced with an additional burden of monitoring their compliance and safe operation standards.

“Once again I would like to draw attention to the need to strengthen control over the technical condition of self-propelled and trailed equipment during the period of annual technical inspections and during operation, since the health and lives of people depend on this,” Lenar Garipov emphasized.

At the end of the meeting, Lenar Garipov presented well-deserved awards to the employees of the Gostekhnadzor Department of the Republic of Tatarstan and awarded diplomas for achieving the best performance in 2023.
