The State Council reviewed the results of the implementation of the State Program "Comprehensive Development of Rural Territories" in the Republic of Tatarstan

Today the 50th meeting of the State Council of the Republic of Tatarstan of the sixth convocation took place. Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov took part in its work.

He reported on the progress of the implementation of the State Program of the Russian Federation “Comprehensive Development of Rural Territories” in the Republic of Tatarstan for 2020-2023 and plans for 2024.

“The fourth year of implementation of the state program “Integrated Development of Rural Territories” for 2020-2030 is coming to an end and it is already possible to sum up the results of its implementation in our republic. Considering that one of the priorities of our joint work is to improve the quality of life of citizens, including those living in rural areas, the State Program with its comprehensive approach to solving these problems came in very handy,” he noted.

The amount of funds for the implementation of the State Program for the Republic of Tatarstan for 2020-2023 reached 10.7 billion rubles. The state program provides for eight measures; the republic traditionally takes part in the implementation of all support measures.

For the first event to improve the living conditions of citizens, 989.1 million rubles were allocated. Funds are allocated to workers in the agro-industrial complex and social sphere for the construction or purchase of housing, as well as for the completion of previously begun construction of a residential building in rural areas. 70% is financed from budget funds (RF - 81%, RT - 19%), from citizens' own funds - 30%.

  For the second measure, “Providing financial support for the construction of housing provided under a residential lease agreement,” 724.3 million rubles were allocated. Subsidies are sent to municipal districts for the construction or purchase of housing to be provided to citizens under rental agreements.

The subsidy is calculated based on the standard cost of housing, where 80% are budget funds (RF - 81%, RT - 19%), 1% are local budget funds, the remaining 19% are employer funds. If a citizen works in the social sector, then the district must contribute the full 20%.

The next effective support tool was the Rural Mortgage program. The mechanism provides for the provision of preferential mortgage loans to citizens of the Russian Federation at a rate of up to 3% in the amount of up to 6 million rubles for the construction and purchase of housing in rural areas and rural agglomerations.

The federal project “Promotion of Employment of the Rural Population” includes the following 2 measures: 28.4 million rubles were allocated to reimburse farms up to 90% (RF - 81%, RT - 19%) of actually incurred costs under apprenticeship contracts concluded with employees; 13.8 million rubles were allocated to reimburse farms up to 90% (RF - 81%, RT - 19%) of actually incurred costs associated with wages and accommodation for students recruited for practical training.

The fifth direction of the State Program is the arrangement of engineering infrastructure facilities at sites for housing development, with a funding volume of 992.0 million rubles. 9 projects were implemented within the framework of which 15.8 km of street roads, 13.4 km of gas distribution networks, 8.2 km of water supply networks, 3.4 km of sewerage networks were built.

The sixth direction of the State Program “Improvement of Rural Territories” is in great demand in our municipal districts, for which 2.4 billion rubles were allocated, which made it possible to equip 1241 public spaces (129 sports grounds, 56 children’s playgrounds, 80 sidewalks, 350 storage areas solid municipal waste, 275 repair work of the road network, 95 restoration and repair of historical and cultural monuments, 45 lighting of the territory, 211 creation of recreation areas).

  Federal project “Development of transport infrastructure in rural areas.” One of the most important areas that is included in the State Program is the construction and reconstruction of roads connecting rural settlements with public roads and roads to agricultural facilities. The volume of financing amounted to 1.8 billion rubles, which made it possible to build 16 objects with a length of 56.7 km, of which to connect 11 settlements with a length of 39.5 km by roads and create access roads to 5 agricultural objects with a length of 17.2 km.

One of the main directions of the State Program is the federal project “Modern appearance of rural areas”, which provides for the construction and overhaul of social and cultural facilities (schools, clubs, kindergartens) and public infrastructure facilities (water supply, gas supply, sewerage networks).
