This was announced by the Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of Tatarstan Marat Zyabbarov at the final board of the Main Veterinary Directorate of the Cabinet of Ministers of the Republic of Tatarstan and the Rosselkhoznadzor Directorate for the Republic of Tatarstan following the results of 2020.
The head of the Ministry of Agriculture and Food of the Republic of Tatarstan drew attention to the fact that Tatarstan is one of the largest livestock regions in Russia (more than 978 thousand head of cattle, including 336 thousand cows, 489 thousand pigs, 316 thousand sheep and goats, almost 18 million bird heads). Occupying 2.2% of Russia's arable land, the republic produces 6% of milk and 3.3% of meat.
Tatarstan has significant potential to become a leading producer of not only raw materials for livestock products, but also products of deep processing, organic and environmentally friendly food.
The results of 2020 have shown that the threat of the introduction and spread of diseases dangerous to animals and humans on the territory of the republic is one of the urgent and important problems for agrarians, farmers and citizens. The veterinary administration and the Rosselkhoznadzor are carrying out significant work to prevent and spread pathogens of infectious animal diseases to our republic. Nevertheless, the agro-industrial complex suffered enormous economic damage as a result of the emergence of avian influenza; the ASF virus is now spreading among wild boars in Tatarstan.
The development of an epizootic situation testifies to the insufficient effectiveness of preventive and biological protection measures taken by agricultural producers.
“In this regard, the state veterinary service and the Rosselkhoznadzor Administration for the Republic of Tatarstan need to strengthen control over the epizootic welfare of the Republic of Tatarstan for infectious diseases of farm animals (African swine fever, bird flu, nodular dermatitis and other especially dangerous and quarantine infections), take measures to ensure stabilization of the epizootic situation of especially dangerous and economically significant infectious animal diseases on the territory of the republic, ”Marat Zyabbarov instructed.
The question is also acute in cattle leukemia. At the end of 2020, the infection with the bovine leukemia virus was 8.7%. The task is to ensure an annual decrease by 3%. There are districts, as Almaz Khisamutdinov noted in his report, where this indicator is practically reduced to zero: Baltasinsky (0.03%), Atninsky (0.1%), Sabinsky (0.1%), Tyulyachinsky (0.2% ), Kukmorsky (0.5%). At the same time, they ensured an increase in the livestock population. Meanwhile, there are examples where the heads of municipal districts do not control the situation with leukemia. Despite the decrease in the number of cattle in K. Ustinsky, Laishevsky, Nurlatsky municipal districts, the infection rate of the livestock is at a high level.
The Minister drew attention to the fact that only jointly organized actions of the state veterinary service bodies, agricultural and food departments and executive committees of municipal districts will make it possible to minimize the infection of livestock.
In order to prevent the spread of infectious diseases of livestock and poultry, as well as to identify the sources and ways of spreading their pathogens on the territory of the republic, work has begun on the introduction of a unified system for registration and accounting of animals. To date, 18.5 thousand heads of cattle (3% of the total livestock) have been identified and registered in the animal registration program in the republic. For 2021, the task is to identify the entire livestock of cattle in agricultural formations of the republic.
Marat Zyabbarov also drew attention to the fact that differentiated coefficients (10% of the average rate) for 8 main selection criteria will be introduced into the subsidy for milk sold, in particular:
- safety of young animals;
- well-being of the farm for leukemia;
- artificial insemination of cows and heifers;
- availability of passports of haylage and silage trenches and preparation of balanced rations based on the results of laboratory studies of feed;
- identification of farm animals;
- implementation of herd and feeding management programs;
- staffing with zoovets.
Based on the results of meeting these criteria in 2021, the recipient will receive additional financial support from the next year.
Therefore, the current year is a transitional stage and during the year agricultural producers need to implement measures to meet the above criteria and comply with the requirements for keeping cattle in accordance with veterinary rules. In 2021, the republic should strengthen its leading position in the production of high-quality and safe livestock products.
As for the work of the Office of the Rosselkhoznadzor, the minister instructed to strengthen phytosanitary supervision and continue joint work with the districts to involve unused agricultural land in the turnover, in terms of transferring it to investors and agricultural producers.
