5 August 2020, Wednesday

The Minister of Agriculture Dmitry Patrushev chaired a regular meeting of the operational headquarters to monitor the situation with socially significant agricultural products and food. The participants of the event, including the Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of Tatarstan Marat Zyabbarov, representatives of the Federation Council, federal executive bodies, regional governing bodies of the agro-industrial complex and industry unions, discussed the situation in the agro-industrial complex and the food market in Russia.

As Dmitry Patrushev noted, 55 regions have already joined the harvesting process. In a number of regions of Siberia and the Urals, the harvesting campaign began earlier than supposed. The Ministry of Agriculture of Russia expects that seasonal field work will be carried out as it should, and all crop forecasts will be accomplished.

To date, more than 63 million tons of grain have been threshed. The pace of harvesting and yield indicators in the country are still higher than last year's level. At the same time, in the South and North Caucasian Federal Districts, the yield is low because of unfavorable weather conditions. The situation in these regions has been taken under special control by the Russian Ministry of Agriculture. During July, the working group of the Ministry clarified the forecasts for the production, assessed the volume of damage and identified measures to minimize possible risks. At the same time, data on harvesting in the country allow us to speak about the achievement of the declared indicators of production volumes in the current year.

Marat Zyabbarov reported that Tatarstan has started harvesting grain everywhere. It is necessary to harvest 1.5 million hectares of grain and leguminous crops and 230 thousand hectares of oilseeds (rapeseed and sunflower). The harvesting will involve 3.5 thousand combines with an average load of about 413 hectares per combine. To date, 253 thousand hectares (98 thousand hectares in 2019) or 17% of the plan have already been harvested in the republic, more than 1 million tons (+710 thousand tons by 2019) of grain have been threshed, the average yield is 40.6 c / ha (32.7 c / ha in 2019). Every day, about 85 thousand tons are threshed.

During the meeting, the heads of the management bodies of the agro-industrial complex of the Krasnodar Territory, the Republic of Tatarstan, the Lipetsk Region and the Kabardino-Balkarian Republic made reports on the situation on the ground and the work on import. The regions, in particular, provided information on the most successful mechanisms of working with business, which helped to achieve positive results, and also outlined plans for the future.

The head of the Ministry of Agriculture of the Republic of Tatarstan noted that at present the republic is 100% provided with meat, milk, eggs, bread products, more than 3x volume of sugar, potatoes, and more than 6 times of vegetable oil.

In order to achieve sustainable food security in the context of import substitution of the country, the construction of new livestock facilities continues. For 2020-2021, it is planned to build 31 new high-tech dairy complex for 30 thousand heads.

Also, the feedlots for 5,000 and 1,500 head of cattle, two pilot projects for sheep breeding complexes for 5,000 and 2,100 heads of sheep are Boeing commissioned. A working group has been created to introduce digital technologies in dairy farming and basic farms have been identified in each of the 43 districts of Tatarstan. In 2.5 months, the herd management program has been installed in 30 farms. In 20 farms (48%), a feeding management program using feed centers was introduced for a balanced ration of animal feeding.
