Racil Gilyazov, the Head of the Audit and Anti-Corruption Department, reported today on anti-corruption work in the Ministry of Agriculture and Food of Tatarstan during a meeting with the participation of Deputy Prime Minister - Minister of Agriculture and Food of the Republic of Tatarstan Marat Akhmetov.
The Ministry has the Anti-Corruption Commission and the Commission on Compliance with the requirements for official conduct of civil servants and the settlement of conflicts of interest. In order to comply with the requirements of the anti-corruption standard, the number of members of the public is at least one third of the commissions. In the Departments of Agriculture there are similar commissions.
The Anti-Corruption Commission of the Ministry considers the submission of control and supervisory bodies, the results of audits of the targeted use of budget funds, including those allocated for the provision of subsidies, and other issues. Meetings are held quarterly.
The Commission on Compliance with the Requirements for the Service Behavior of State Civil Servants and the Settlement of Conflicts of Interest reviews notifications and appeals from state employees or other information as it becomes available. In 2018, 6 meetings of the commission were held. The notifications of 8 civil servants of the Ministry about the possibility of personal interest in the performance of official duties, which leads or may lead to a conflict of interest, are considered. No conflict of interest has been identified.
“The main objective of the ongoing anti-corruption work is the implementation of measures aimed at minimizing the conditions in which corruption offenses are possible,” said Rasil Gilyazov.
These goals are served by road maps of events aimed at achieving concrete results on the prevention of corruption offenses.
Rasil Gilyazov said that in 2018, a map of corruption risks of the Ministry of Agriculture and Food of the Republic of Tatarstan was developed. In addition, on December 12, 2018, changes were made to the anti-corruption program of the Ministry until 2020, which lists the main areas of inspections, for example, when providing state support to individuals and legal entities.
