Tatarstan AIC development was discussed by the Sate Council
On February 11 a session of the Committee on Ecology, Environmental Management, Agricultural and Foodstuff Policy was held. The main issue of the agenda was “The concept and methodology of sustainable development of Tatarstan AIC”. The Deputy Chairman of the Tatarstan State Council Yuri Kamaltunov, the State Duma deputy of the Federal Assembly of the Russian Federation Fatikh Sibgatullin, the senator of the Federal Assembly of the Russian Federation Sergey Batin took part in the session, as reported by the RP and Mass Media Department of the State Council of the Republic of Tatarstan.
Starting the session, its chairman Takhir Khadeev noted that under the circumstances of the severe economic crisis the development of AIC, the state support of agricultural producers, and the provision of the republic with the foodstuff safety are the most important tasks of all branches of authorities.
The State Duma deputy, Professor, Corresponding Member of the Academy of Science of the Republic of Tatarstan Fatikh Sibgatullin spoke on “The strategic tasks and suggestions on the further development of Tatarstan AIC with the aim of production and distribution of products with the high added value”.
The President of Leontyevsky Center AV-Group Aleksey Krulovsky, the 1st Deputy Minister of Agriculture and Food of the Republic of Tatarstan Nikolai Titov, Director of Tatarstan Agrarian Institute for Science and Research of the Russian Academy of Science Marsel Tagirov, Rector of the Tatar Institute of Continuing Education in Agricultural Business Nikolai Yakushin, and Deputy Chairman of the Tatarstan Association of Farmers and Farm Households Lenar Galimov spoke on the strategy of social-economic development of the republic, concerning AIC development, for the period up till 2030.
The Deputy Chairman of the Tatarstan State Council Yuri Kamaltunov, the Chairman of the Committee Takhir Khadeev, the senator Sergey Batin, deputies of the State Council Ilshat Ganiev, Rais Suleimanov and Rafael Yunisov took part in the discussion of the issue.
The deputies decided to endorse the project “The concept and methodology of sustainable development of Tatarstan AIC for the period up till 2030”. The Committee recommended the Tatarstan Academy of Science together with the Ministry of Agriculture and Food, the Ministry of Economy, and the Council of Municipal Formations of the Republic of Tatarstan to improve the Concept concerning agricultural cooperation, processing of agricultural products and the development of definite branches, rural territories, as well as brand promotion of local producers. The government was recommended to develop the state program “Development of Tatarstan AIC and rural territories for the period up till 2030”, paying special attention to such key strategic trends of AIC development as the creation of competitive vertically integrated AIC cluster oriented to high quality of products and the generation of high added value, including the following basic sub-clusters – “Grains”, “Sugar”, “Oil and Fat”, “Vegetables”, “Potato”, “Fruit”, “Meet”, “Milk”, “Aqua culture”, as well as the separate innovative cluster “Organic Food”; improving of the self-sufficiency rate with the basic kinds of agricultural products and foodstuff; creation of selective-genetic centers of agricultural crops and selective-tribal centers of poultry breeding, pig farming, cattle breeding; creation of the subdivision on implementation of the AIC strategy under the ministry of agriculture and food; production of advanced processing products meeting high quality standards (European standards, halal); development of agricultural tourism and eco-tourism as well as other kinds of employment, etc.
The Committee also discussed other issues on the agenda.
