Rustam Minnikhanov, Chairman of the Republic of Tatarstan, participated in an extended meeting of the final board of the Ministry of Agriculture and Food of the Republic of Tatarstan today. The main topic was "On the results of the agro-industrial complex in 2025 and the objectives for 2026."
The event was held at the Kazan Expo IEC.
Before the board meeting, Rustam Minnikhanov presented the keys to new vehicles to the Main Veterinary Directorate of the Cabinet of Ministers and toured the exhibits at the specialized agricultural exhibition "Kazan Agro-2026."
Also present at the board meeting were Deputy Minister of Agriculture of Russia Roman Nekrasov, State Counselor of the Republic of Tatarstan Mintimer Shaimiev, Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin, and Prime Minister of Tatarstan Alexey Pesoshin.
Marat Zyabbarov, Deputy Prime Minister of the Republic of Tatarstan and Minister of Agriculture and Food, delivered the keynote address at the board meeting.
He reported that Tatarstan's agricultural output exceeded 400 billion rubles for the first time in 2025. This is 7.3% more than in 2024. "Including the food and processing industries, total output reached 772 billion rubles," Zyabbarov said.
The agricultural sector accounts for approximately 7% of the gross regional product.
By the end of 2025, Tatarstan produced 4.6 million tons of grain, achieving a maximum grain yield of 35.9 centners per hectare. It also harvested 2.25 million tons of sugar beets, 1 million tons of oilseeds, over 1 million tons of potatoes, and 285,000 tons of vegetables.
In 2025, 2,378,000 tons of milk were produced. Cow productivity increased to 8,873 kg per head per year. By 2030, the goal is to increase productivity to 10,000 kg per cow.
In 2025, 18 modern dairy complexes with a capacity of 11,000 head were commissioned in Tatarstan. An additional 19 livestock facilities with a capacity of 14,700 cows are under construction in 2026.
Overall, 2025 was a productive year for the republic's agro-industrial complex in terms of production, noted Marat Zyabbarov.
During the meeting, Tatarstan Minister of Agriculture and Food Marat Zyabbarov asked Roman Nekrasov, Deputy Minister of Agriculture of Russia, to consider reinstating the federal subsidy for milk sold. "Tatarstan is the largest milk producer in the country. "Any price fluctuations in the dairy market have the greatest impact on us. We ask you to consider resuming this state support measure for 2026," said Marat Zyabbarov.
Preparing and holding the specialized agricultural exhibition "Kazan Agro-2026" is a tremendous undertaking for the Ministry of Agriculture and Food of the Republic of Tatarstan. "The exhibition was very interesting and informative," said Rustam Minnikhanov. "It promotes Russian products and the most modern domestic technologies – in genetics, crop production, livestock farming, and other industries. This is a tremendous undertaking by the Ministry."
Rustam Minnikhanov expressed gratitude to Marat Zyabbarov, the current head of the Ministry of Agriculture of the Republic of Tatarstan, and also recalled the strong foundation laid by his predecessor, former Minister Marat Gotovich Akhmetov (now Deputy Chairman of the State Council of the Republic of Tatarstan).
"And we must continue this work—jointly with the Russian Ministry of Agriculture," said Rustam Minnikhanov.
During the meeting, he also expressed his sincere gratitude to Russian President Vladimir Putin and the Russian Government for their support of the agricultural sector.
The Tatarstan Rais extended special thanks to oil producers and other companies that provide rural residents with high-quality petroleum products at a discount, especially during the spring field and harvesting season.

The board concluded with the presentation of state awards of the Russian Federation and the Republic of Tatarstan, as well as departmental awards to the most distinguished workers in the agricultural sector. The Order of Druzhby (Duslyk), the Order of Merit for the Republic of Tatarstan, the Medal of the Russian Federation "For Work in Agriculture," and the honorary titles of "Honored Agronomist of the Republic of Tatarstan" and "Honored Livestock Breeder of the Republic of Tatarstan," among others, were awarded.
