Online Education for Rural Development: The "Ucheba.online" Project
At the initiative of the Commission of the Civic Chamber of the Russian Federation for the Development of the Agro-Industrial Complex and Rural Areas, the federal educational project "Ucheba.online" (www.Ucheba.online) was implemented.
This project has been implemented since 2020 by the Autonomous Non-Commercial Organization "Agency for Support of State Initiatives" in collaboration with the Ministry of Education of the Russian Federation and the Ministry of Digital Development, Communications, and Mass Media of the Russian Federation.
The Ministry of Science and Higher Education of the Russian Federation recognized this project as a federal innovation platform in accordance with Order No. 226 of the Ministry of Digital Development, Communications, and Mass Media of the Russian Federation dated March 22, 2022.
The portal provides free, 24/7 access to current professional development programs. The training courses focus on key areas of public policy, economics, social affairs, and public administration, including digital transformation, ecology, occupational safety, entrepreneurship, and rural development. The programs are based on current legislation and include practical recommendations, culminating in final assessments and the issuance of advanced training certificates online.
Particular attention is paid to rural areas, where opportunities for professional growth are limited and the need for qualified personnel is high. Online learning allows civil servants, municipal employees, and employees of budgetary institutions to gain knowledge without interrupting their work duties or incurring additional costs.

The "Ucheba.online" portal plays a key role in the implementation of national projects and government programs, such as "Data Economy and Digital Transformation of the State" and "Integrated Development of Rural Areas." The portal currently offers over 200 educational programs developed by leading experts and practitioners in various fields. Courses are constantly updated and expanded to reflect changes in legislation and the introduction of new technologies.
