Marat Zyabbarov launched the educational program "Modern approaches to rural settlement management"

Today, in the hall of the Board of Trustees of the Kazan (Volga Region) Federal University, the opening of the educational Program for advanced training of heads of rural settlements of municipal districts of the Republic of Tatarstan "Modern approaches to rural settlement management" took place. The report was made by Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov. The event was attended by Deputy Minister Rustem Gainullov and Director of the "Competence Center for the Development of Agricultural Cooperation in the Republic of Tatarstan" Dilyara Shuvalova.

Marat Zyabbarov spoke about the state program "Integrated Development of Rural Territories", implemented since 2020. The program's activities are aimed at improving housing conditions, providing social and cultural facilities, engineering and transport infrastructure in rural areas.

The total amount of funding for the state program in the Republic of Tatarstan over the past 4 years has reached 11 billion rubles, and more than 5 billion rubles are provided for the current year. The largest amounts of funding in 2024 are in Sabinsky, Kukmorsky, Mamadyshsky, Rybno-Slobodsky, Vysokogorsky, Apastovsky, Chistopolsky and Baltasinsky districts.

Federal projects are being implemented within the framework of the state program. One of the most popular areas is "Improvement of rural areas". Funding is provided to the municipal district in the amount of up to 3 million rubles per 1 object, but not more than 70% of the estimated cost of the object. At the same time, according to the terms of the program, co-financing of the district in the amount of 1% and 29% from extra-budgetary sources is required.

"This area is very popular, since at a low cost of facilities it allows solving a wide range of issues related to the improvement of populated areas - sports grounds, sidewalks, road repairs, monuments, playgrounds, etc.," Marat Zyabbarov noted.

Also, the main area of ​​the state program is the federal project "Modern appearance of rural areas", which provides for the construction and major repairs of social and cultural facilities (schools, clubs, kindergartens) and public infrastructure facilities (water supply, gas supply, sewerage networks).

"Special attention in the republic is paid to small forms of farming, which produce almost half of the gross agricultural output of the republic - 128.1 billion rubles or 44.3% of all categories of farms. (personal farms - 98 billion rubles, peasant farms - 30.1 billion rubles)," the minister emphasized.

In 2024, support for small forms of farming amounts to almost 1.3 billion rubles. The implementation of the federal project "Acceleration of small and medium-sized businesses" is aimed at supporting SMEs, creating infrastructure for comfortable work and development of SMEs, as well as increasing the number of people employed in small and medium-sized businesses. During the report, Marat Zyabbarov highlighted successful examples implemented under the state program, these are "Unity" of Tukaevsky district, "Temle" of Rybno-Slobodsky district, Zinatullina N.V. peasant farm of Aleksevsky district.
