Today, in the Apastovsky municipal district, zonal seminars on increasing the business activity of the rural population, the development of small businesses and rural areas were launched under the leadership of the Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin. It was attended by the heads of Apastovsky, Buinsky, Verkhneuslonsky, Drozhzhanovsky, Zelenodolsky, Kaybitsky, Kamsko-Ustinsky, Spassky, Tetyushsky municipal districts, their deputies, heads of rural settlements, heads of the Departments of Agriculture and Food, heads of private household plots, peasant farms, and cooperatives.
Before the start of the plenary part, Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov got acquainted with a number of facilities in the region. First of all, he visited the greenhouse farm of Lilia Zainullina. Since 2001, she has been growing vegetables and annual flowers in closed ground. Today, the total area of agricultural land is 6.5 hectares, of which the area of closed ground is 3.2 hectares. Last year, more than 900 tons of vegetables were grown, including 330 tons of cucumbers and 571 tons of tomatoes. In addition, 4 million 100 thousand pieces of tulips, 2 million 34 thousand pieces of annuals and 100 thousand pieces of vegetable seedlings were grown and sold.
The next object on the route was the Apastovsky dairy plant. Today, the enterprise processes 200 tons of milk and produces 20 tons of milk powder per day, which is shipped to many regions of Russia.
Next, Marat Zyabbarov got acquainted with the activities of the Ecopolis cooperative. The construction of this meat processing plant began 2 years ago. Now they are planning to establish the production of meat products and semi-finished products.
In the village of Burnashevo, the minister was shown the ZSK-50 Grain Drying and Cleaning Complex under construction with a capacity of 50 tons per hour. The volume of investments is more than 122 million rubles. After the launch of the complex, grain cleaning and drying services will be provided to neighboring areas of the Trans-Volga zone.
Before the meeting, Marat Zyabbarov, together with Farid Mukhametshin, got acquainted with the exhibition of agricultural products of the Apastovsky municipal district.
“The basis of all agriculture and the rural way of life in the republic is personal subsidiary plots. A citizen employed in a private household plot is a farmer, an employee of an agricultural enterprise, a service industry worker, and a social worker. Last year, private household plots produced 98 billion rubles of gross agricultural output, or almost 34% of farms of all categories,” the Minister of Agriculture and Food of the Republic of Tatarstan reported during the meeting.
In accordance with the Law of the Republic of Tatarstan “On measures to support personal subsidiary plots in the territory of the Republic of Tatarstan”, budget support of about 500 million rubles from the republican budget is allocated annually to households.
“Despite the support, at the end of the year we have a decrease in the number of cattle in private household plots by 12.8 thousand heads, including 5.2 thousand cows. The greatest losses - the 5th part of the republican losses in the Drozhzhanovsky district - minus 1021 cows. This directly affects the volume of agricultural products in general in the district’s agriculture, since the share of private household plots in the production of gross output is 53%,” the minister noted.
Marat Zyabbarov drew attention to the serious shortcomings of the Drozhzhanovsky district in this matter.
“All these years, the Drozhzhanovsky district was in 3rd place in terms of livestock numbers after Baltasey and Arsk, and within one year they fell by 20%. We believe that the district is seriously underperforming in working with its population; the control should be strengthened,” he called.
“Purchase prices have recovered, but last year’s livestock is gone. Under the same conditions, 75 cows were added in Starokazeevsky, 24 cows in the Bolshesaltykovsky rural settlement of the Kamsko-Ustinsky district, and an increase of 16 cows in the Byurgansky settlement of the Buinsky district,” the Minister of Agriculture and Food gave an example.
Chairman of the State Council Farid Mukhametshin also expressed concern about the reduction in livestock.
“Yes, there is a problem of reducing the rural population and a number of measures are being taken in this regard, but maintaining the livestock population depends on you. There are opportunities through programs to improve the situation, but you do nothing. We have provided money for the programs and are still persuading to use them,” he added.
After the main speakers, representatives of three round tables spoke, the sessions of which were also held as part of the seminar.
The beautiful conclusion of the first zonal meeting was the awarding of the winners of the annual republican competition of agricultural enterprises and farmers in the categories “Best rural settlement”, “Best personal subsidiary plot”, “Best family farm”, “Best chairman of an agricultural cooperative”.
The next such seminar will take place on May 23 in the Baltasinsky municipal district.
