The event was chaired by Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov. Also taking part were the head of the Main Veterinary Directorate of the Cabinet of Ministers of the Republic of Tatarstan Almaz Khimsamutdinov, the head of the Office of the Federal Service for Veterinary and Phytosanitary Surveillance in the Republic of Tatarstan Ilnur Galeev, the head of the Federal Service for Surveillance in the Sphere of Consumer Rights Protection and Human Welfare in the Republic of Tatarstan - Chief State Sanitary Doctor for the Republic of Tatarstan Marina Patyashina.
On the main issue of the agenda, Almaz Khisamutdinov made a report “On the results of the work of the Main Veterinary Directorate of the Cabinet of Ministers of the Republic of Tatarstan in 2023 and priority tasks for 2024.” “Our main task is to prevent animal diseases. The State Veterinary Service, together with the production department, worked hard on this task throughout the year. As a result, a lot of work has been done,” he reported.
In the past period, more than 530 million vaccinations of animals and poultry, about 6 million diagnostic tests were performed. One of the significant layers of the work of the veterinary service is laboratory diagnostic activity. This work is carried out by 40 veterinary laboratories, including the Republican one. In total, during the reporting period they conducted more than 4 million 600 thousand of all types of research.
One of the measures in the fight against the spread of infectious animal diseases and the timely identification of sources and routes of spread of pathogens of infectious diseases will be the labeling and recording of farm animals. To date, in the public sector, of the available livestock, cattle account for 91%, small cattle – 11%, horses – 14%, pigs – 63%, poultry – 28%.
“We declared 2023 the “Year of Veterinary and Sanitary Expertise.” This is a very significant area of work for the veterinary service. The safety of products of animal and plant origin that arrive on the shelves depends on it,” Almaz Khisamutdinov concluded his speech.
During the meeting, the head Ilnur Galeev reported on the work of the Office of the Federal Service for Veterinary and Phytosanitary Surveillance in the Republic of Tatarstan in 2023 and priority tasks for 2024. In 2023, the Department carried out more than 8 thousand preventive measures, which is 3 times more than control measures. There has been a twofold increase in preventive measures compared to last year.
“In 2023, there was a tense situation regarding the epizootic situation in the republic, as well as throughout the country. The spread of especially dangerous animal diseases has acquired panzootic proportions. Most of the Volga Federal District was involved in this process. Our republic, unfortunately, was no exception,” noted Ilnur Galeev.
In 2023, a lot of work was done with poultry farms. According to the decision of the Republican Headquarters, many farms were placed under special control, and specific deadlines were set for eliminating violations. The department conducted more than 200 on-site inspections of poultry farms, the results of which in many cases established a positive trend in eliminating the identified violations.
For the first time in the last 30 years, 2 outbreaks of brucellosis among cattle were registered in the republic. The department carried out unscheduled on-site inspections of these farms, agreed upon with the prosecutor's office, as a result of which both farms were brought to administrative responsibility.
It was possible to reduce the number of pig-breeding enterprises with a low level of biological protection through repeated visits to farms, indicating the reasons for the possible introduction of disease agents into the territory of their farm and eliminating these violations. In total, the Department conducted more than 50 such surveys.
“Summarizing the results of today’s meeting, I would like to say that achieving high indicators in livestock farming, as well as the development of the industry, is impossible without a veterinary service and maintaining stable epizootic well-being on the territory of our republic,” noted Marat Zyabbarov.
The year 2023 showed that the threat of the introduction of infectious diseases still remains relevant. The Main Directorate of Veterinary Medicine, the Office of Rosselkhoznadzor for the Republic of Tatarstan needs to ensure maximum prevention of infectious diseases of animals and birds. The main emphasis should be on ensuring biological protection of all livestock production facilities.
The Office of Rosselkhoznadzor for the Republic of Tatarstan needs to continue working to suspend the activities of business entities that grossly violate veterinary rules for keeping animals and birds.
The goal for 2024 is to complete activities in agricultural organizations. We ask managers not to hesitate on this issue, and to ensure that the veterinary service carries out marking and recording.
At the end of the meeting, the most distinguished employees were presented with state and departmental awards.
