Today, the Ministry of Agriculture and Food held a joint meeting of the Presidium of the Tatarstan Republican Organization of the Trade Union of Workers of the Agro-Industrial Complex of the Russian Federation and the Industry Commission for the preparation, conclusion and monitoring of the implementation of the Industry Agreement on the Agro-Industrial Complex of the Republic of Tatarstan. The meeting was attended by First Deputy Minister of Agriculture and Food Lenar Garipov, Chairman of the Republican Organization of the Trade Union of Agricultural Workers Farida Garifullina, Head of the Department for Social and Economic Protection of the Republican Trade Union Committee Bulat Garifullin, Head of the Department of Economic Analysis and Planning of the Ministry Ilfir Musin, as well as members Industry Commission.
At the meeting, the issue of implementation of the Industry Agreement on the agro-industrial complex of the Republic of Tatarstan and the state of remuneration and labor protection in organizations of the agro-industrial complex of the Republic were discussed. The second issue that was discussed was the tasks of information work within the framework of the Year of Informatization of the Trade Union Movement of Tatarstan.
The industry agreement is a legal act that establishes general principles for regulating social and labor relations in the agro-industrial complex of the republic. The main goals of the parties to the Industry Agreement are to improve the welfare of workers and ensure safe working conditions. As a result, the Industry Agreement on the Agro-Industrial Complex of the Republic of Tatarstan included such indicators as:
- bringing the level of real wages in agriculture to 80% of the average wage in the republic;
- bringing the tariff part in the structure of employees’ wages to the level of 70%;
- carrying out regular indexations of tariff rates and salaries depending on the consumer price index in the republic at least once a year for all categories of workers;
- allocation of necessary labor protection means in the amount of at least 0.2% of the amount of production costs.
The chairman of the Republican organization of the trade union of agricultural workers, Farida Garifullina, delivered a welcoming speech.
"Dear Colleagues! By resolution of the Executive Committee, 2023 was declared the year of social partnership. Also, every year on October 7, the World Day of Action for Decent Work takes place; trade unions hold actions in defense of the legitimate rights and interests of workers. This year the event was held under the motto “Social partnership – a guarantee of decent work!”, she noted.
It should be noted that trade unions represent and protect social and labor rights, production, professional, economic and social interests of workers, and advocate a fair economy. A fair economy is based on decent wages and decent employment, and the main mechanism for achieving it is effective social partnership.
Next, Ilfir Musin made a report. He summed up the main results for 8 months of the current year. “The year turned out to be extremely difficult for the industry. Due to the drought, a state of emergency was declared in all areas. In general, for 2023, the agricultural production index is projected at 87.5% compared to last year,” he said.
This year, wages in rural areas for the first time exceeded 40 thousand rubles per employee and for January-August, according to preliminary calculations, amounted to 42 thousand rubles, an increase of 18% to the last year. At the same time, the wages of rural residents lag behind the average in the economy by 27%. “I would like to note that in recent years we have had good dynamics,” emphasized Ilfir Musin.
With the increase in the minimum wage at the beginning of the year, tariff rates were revised upward. Recommendations on incentive pay for spring field work, forage procurement and harvesting work, production standards for the entire line of equipment were communicated to agricultural organizations.
Afterwards, the floor was given to the head of the department for socio-economic protection of the republican trade union committee, Bulat Garifullin.
“We are pleased with the fact that the growth rate of wages in the agro-industrial complex is ahead of the republican average. It should also be noted that in the food and processing industry the wage level was 87.3% of the national average, i.e. the Industry Agreement indicator of 80% of the national average has been achieved,” he noted.
The union's resolution is also concerned about the trend that the industry may face in the near future. Namely, this is fierce competition for labor with other sectors of the republic’s economy, namely with mechanical engineering.
At the end of the working meeting, it was decided to continue working to increase the level of real wages and ensure the inclusion of wage guarantees in collective agreements. Continue work to prevent industrial accidents, unconditionally provide employers with guarantees and compensation for work in harmful and dangerous working conditions; preventing employees from performing their job duties without undergoing mandatory.
