On March 1, the Law “on by-products of animal husbandry” came into force

On March 1, 2023, Federal Law No. 248-FZ dated July 14, 2022 “On by-products of animal husbandry and on amendments to certain legislative acts of the Russian Federation” came into force, regulating substances formed when keeping farm animals, including manure, droppings, bedding, drains.

Now livestock breeders must notify the territorial department of the Rosselkhoznadzor at the location of the production site if they want to recognize substances generated as a result of livestock management as by-products of animal husbandry.

  The notification must be sent from March 1 to May 1, 2023, then annually for the coming calendar year no later than December 31 to the Office of the Rosselkhoznadzor for the Republic of Tatarstan.

Notifications indicate the volumes, date of formation, the planned timing of use in production or transfer of animal by-products to other parties and the corresponding results.
Once substances are recognized as by-products of animal husbandry, they will be subject to the requirements established by this law (storage, processing, transportation, sale and use). Compliance with the requirements is controlled by Rosselkhoznadzor.

  If you do not notify the department before May 1, then the substances generated when keeping farm animals are recognized as waste subject to control by Rosprirodnadzor under the waste legislation.

  In order to handle such waste, it will be necessary to acquire a license, as well as pay a set fee for the negative impact on the environment during their disposal and comply with other requirements governing their handling.
