Issues of ensuring environmental safety were discussed in the Ministry of Agriculture and Food of the Republic of Tatarstan

The Ministry hosted a joint meeting of the Ministry of Agriculture and Food of the Republic of Tatarstan and the Ministry of Ecology and Natural Resources of the Republic of Tatarstan to implement the protocol of the meeting of the Security Council of the Republic of Tatarstan.

It was attended by Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov, Minister of Ecology and Natural Resources of the Republic of Tatarstan Alexander Shadrikov, Head of the Rosselkhoznadzor for the Republic of Tatarstan Ilnur Galeev, municipal districts in the videoconference mode.

On August 17, 2022, a meeting of the Security Council of the Republic of Tatarstan was held on the issue of ensuring environmental safety in the field of protection of water bodies in the Republic of Tatarstan. Airat Shigapov, First Deputy Minister of Ecology, reported on the revealed violations of environmental legislation in the field of agriculture.

“One of the negative factors that affects the state of our water bodies is diffuse runoff, which is one of the real environmental problems.

The greatest danger to water bodies is the effluents of agricultural enterprises. Once again, I would like to remind you that within the coastal protective strips, it is forbidden by law to plow land. However, farmers often ignore this requirement. This approach is unacceptable!”

The second significant problem is violations in the handling of animal waste used as fertilizer. It is imperative to pay attention to the fact that as a result of these violations, these wastes can get into our water bodies along the terrain, causing irreparable damage,” he said.

Further, the head of the Rosselkhoznadzor reported on the problems of storing livestock waste within the boundaries of water protection zones.

“In 2022, the Department received 385 complaints related to the use of waste from livestock enterprises and poultry farms as organic fertilizer. The population living near such enterprises complains of an unpleasant smell,” Ilnur Galeev drew attention and spoke about violations, as a result of which livestock by-products are recognized as waste.

Summing up, Deputy Prime Minister of the Republic of Tatarstan, Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov noted that in order to jointly resolve issues, it is necessary to approve a work plan in each municipal district together with investors, agricultural producers and rural settlements and immediately begin to implement it. For this it is recommended:

- appoint a responsible deputy head of the executive committee of the municipal district for coordinating work on the environmental safety of water bodies;

- to take personal control over the suppression of the facts of plowing land, the placement of animal waste within the boundaries of water protection zones and coastal protective strips of water bodies:

- develop a "road map" to eliminate the revealed facts of violations within the boundaries of water protection zones and coastal protective strips of water bodies.
