12 May 2022, Thursday

Today in Buinsk a zonal seminar-conference was held on the issues of increasing the business activity of the rural population. The main participants were Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin, Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov, Deputy Chairman of the State Council of the Republic of Tatarstan Marat Akhmetov, Chairman of the Council of Municipalities of the Republic of Tatarstan Ekzam Gubaydullin, heads of municipal districts, heads of agricultural departments, heads of peasant farms.

Before the meeting, the participants got acquainted with the work of Polba-M LLC. The enterprise produces flour and cereals, and has been operating since 2014. The production capacity is 15 tons per day. After that they visited the Resource Center of the Buinsky Veterinary College. It turned 90 this year. It trains veterinarians, gas workers, cooks, electricians.

Then Marat Zyabbarov, together with Farid Mukhametshin, joined the "Garden of Memory" campaign. In one of the parks of the city, the head of parliament and the Ministry of Agriculture and Food planted chestnut seedlings in memory of the feat of the natives of the republic who did not return from the fronts of the Great Patriotic War. All-Russian action these days takes place in many cities and villages of the country.

After that, they examined the polyclinic and the Buinsk Central District Hospital, which opened after repairs, a geriatric cabinet. For the “golden age” Buinsk, all the conditions for maintaining health are created here.

The participants also visited an exhibition in the Impulse sports complex, where the products of local agricultural producers, as well as folk art were shown.

At the plenary part of the meeting, the main topics of discussion were: state measures to support entrepreneurship as a tool to increase the business activity of the rural population and preserve the village, increase the income of citizens through association in agricultural consumer cooperatives, as well as the rural lifestyle through rural social development programs.

“Thanks to the efforts of our agricultural producers, stocks were created in sufficient volume and supplies of essential goods to stores and distribution centers were ensured, the speculative price increase was stopped,” Farid Mukhametshin emphasized, “holding agricultural fairs has become a great help. Now retail sales have stabilized, trade facilities are working normally.”

“Now is the year of digitalization, and for convenience, the My Subsidies system has been launched in Tatarstan, where all forms of support are collected on one platform. Now every villager can submit documents electronically through his personal account,” said Farid Mukhametshin.

In many ways, the national project is also focused on the development of agricultural cooperation through Agrostartup grants and subsidies to cooperatives. The key indicators of the national project are the creation of jobs and the involvement of new members.

For 2022, within the framework of the national project, a task plan for the republic to involve 2,400 new members in cooperation, which is 18% of the entire task in Russia.

A significant difference this year, as Marat Zyabbarov noted, is the focus on import substitution. For example, poultry farmers, who were previously engaged in rearing young animals from hatching eggs bought abroad, applied for projects to create their own parent flocks of laying hens and ducks. Therefore, according to the head of the relevant ministry, there should not be a decrease in the number of poultry.

A new area of support at the federal level is the development of rural tourism. Two projects - "Rural tourism with national flavor" in Vysokogorsky district and "Recreation center" Bilyarsk "with an eco-farm" in Alekseevsky district were pre-selected by the Ministry of Agriculture of Russia for the grant "Agritourism" in 2022.
