Panel sessions were held within the framework of the international agro – industrial exhibition "Agrovolga-2021". In the section of digitalization, the speaker was the General Director of JSC "Republican Information and Computing Center" Niyaz Khaliullin. He spoke about the federal and regional digitalization strategy for the coming years until 2030.
"Farmers will be able to receive state support through electronic services already in 2022. At the moment, two systems for providing state support are being piloted — one of them is federal, the other is regional. In the perspective of two or three years, everything will go to the fact that the decision on granting subsidies, refusal and limits will be made automatically, on the basis of digital duplicates of enterprises documents. To put it simply, it is based on the data that is collected through various services," said Niyaz Khaliullin.
He stressed that the availability of objective information about the enterprise should change the scoring model of banks for farmers, namely, speed up the decision-making system for issuing a loan, and make an assessment of limits based on production indicators.
"This will reduce bureaucratic procedures, for example, it will not be necessary to prepare the same package of documents to different banks and organizations, they will already be in one single source. The data will be collected either in automatic mode, or part of it in manual mode. We are already testing data collection models on the Agropoliya portal, " the speaker said.
