Today the Chairman of the State Council Farid Mukhametshin visited Bugulma region, where he held a zonal seminar-meeting on increasing the business activity of the rural population. The meeting was attended by Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov, Deputy Minister of Agriculture and Food of the Republic of Tatarstan Rishat Khabipov, deputies of the State Council, representatives of ministries and departments, heads of 14 regions of the republic.
Opening the meeting, Farid Mukhametshin noted that agricultural sector is the driver of positive dynamics of the industrial production index. So, last year, products were produced for 263.4 billion rubles (104% to the level of 2019). About 477 million rubles were allocated to support private household plots in 2020.
“The successful activity of agricultural producers and small businesses depends not only on government support, attention to them by relevant ministries and departments, but also on the support of banking structures and insurance companies,” Farid Mukhametshin emphasized.
The Chairman of the State Council noted that a significant amount of state support for private households is being implemented through the national project "Small and Medium Business". Last year, 155 farms received grants in the amount of 899.2 million rubles within the Agrostartup program.
Serious work is underway to improve the living conditions of villagers: infrastructure and production facilities are being built and repaired, territories are being improved, including through the institution of self-taxation. A big impetus to this, stressed the head of the parliament, was given by the federal program "Comprehensive Development of Rural Areas", which started last year.
Tatarstan is one of the leaders in mortgage lending. Over the year, more than 2 thousand families improved their housing conditions, 1600 of which - under the “rural mortgage” program at a rate of up to 3%.
A new program, the Agroprogress grant, is being launched this year in the republic. Within the program, at least 70% of the project cost will be provided by investment loan funds.
As the head of the parliament noted, the leadership of the republic knows that not all issues have been resolved. There are problems with sales, access to retail chain sites, land, insurance, subsidies, and equipment upgrades. These issues are gradually resolved with the participation of republican and federal structures.
“Electronic trading platforms partially close sales issues. In the context of digitalization, this direction is acquiring special relevance. It also increases the availability of information. We need to learn how to work on these electronic platforms, ”said the Chairman of the State Council.
The head of the Bugulma region, Linar Zakirov, said that the share of peasant farms in the total gross output of agricultural producers reached 31%. The population of the city and the region is provided with milk and meat by 3 large agricultural enterprises and 32 peasant farms.
In 2020, the region's farmers produced 31609 tons of grain, 3200 tons of sugar beets, 6300 tons of potatoes and vegetables, more than 414 tons of cattle and poultry meat. The gross volume of milk was 2882 tons. Agricultural products in 2020 were sold for a total amount of 312 million rubles.
“Today the situation in the agricultural sector of the Bugulma economy has received a new breath. We are confident that the results will be significantly improved, ”said Farid Mukhametshin and drew the attention of his colleagues to the fact that the potential of the region is of great interest for large investors.
Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic Marat Zyabbarov in his report drew attention to the fact that in a number of regions there is a significant decrease in a number of cows. These losses are unacceptable with various support programs for private household plots and the allocation of subsidies for the preservation of a dairy herd, he stressed.
“It is not only the conservation of cows that is important, but the very business activity of the rural population, which can be judged by the number of cows per 100 household plots. If in Aktanysh district almost every second family keeps cows, then in Yelabuga there are 385 cows left for the whole district. Yelabuga district is not active in the support programs for private household plots and is the only district where mini-farms have not been built for 6 years, ”the minister stated.
The Chairman of the State Council instructed those districts that fell into the red zone of the rating to develop a program to restore and increase the dairy herd. The results of the work will be reported to the President of Tatarstan, assured Farid Mukhametshin.
Farid Mukhametshin drew the attention of the leaders of the Ministry of Economy of the Republic of Tatarstan to the need to strengthen information about the available measures to support private household plots.
According to the head of parliament, based on the results of zonal meetings, specific measures should be developed to support farmers and private household plots, to include heads of districts and rural settlements in these processes. Constructive ideas and proposals will be included in the final document and form the basis for activities in this area.
