Today at the Ministry of Agriculture and Food of the Republic of Tatarstan, the final meeting of the Department for Supervision of the Technical Condition of Self-Propelled Vehicles and Other Types of Equipment of the Republic of Tatarstan was held. The meeting was attended by Deputy Minister of Agriculture and Food of the Republic of Tatarstan Rafael Fattakhov, Head of the Water Safety Department of the Main Directorate of the Ministry of Emergency Situations of Russia for the Republic of Tatarstan Regina Gayazova and others.
The head of the Department of Gostekhnadzor of the Republic of Tatarstan Radik Ziatdinov made a report on the results of the department's work in 2020.
“The basis of the Department's oversight activities is supervision over ensuring the safe operation of self-propelled machines, trailers and equipment. An important direction is the implementation of inspections of machinery and equipment during their operation. This work was carried out through the organization of targeted events, as well as by regular visits of inspectors to districts throughout the year. Last year, targeted activities were carried out under the code name "Tractor" together with the traffic police "Trailer", "Combine" and "Snowmobile" together with the State Inspection Service of the Ministry of Emergencies of the Republic of Tatarstan. In 2020, more than 1,300 violations of the operating rules were revealed. Administrative measures have been taken”, he said.
Also, Radik Ziatdinov dwelled on issues of compliance with the rules for the operation of machinery and equipment in the agro-industrial complex. 1,937 thousand units of plant growing machinery, 211 units of farm equipment, 132 units of oil industry equipment and more than 420 units of MTP equipment were checked. Measures on the revealed violations were taken.
Radik Ziatdinov said that to date 91,507 thousand units of self-propelled vehicles and trailers are registered, 21% of which are in the agro-industrial complex, 34% - in industry, 45% - from individual owners.
“One of the main factors in ensuring the safe operation of machines is the availability of a tractor driver's license with categories of admission to control the assigned equipment,” stressed the head of the State Technical Supervision Department of the Republic of Tatarstan. - To date, more than 126 thousand valid certificates received by tractor drivers - machinists of the republic are registered. Last year, 14,066 certificates were issued, of which 49% - initial issue, 51% - replacement due to expiration and replacement with a change in admission categories. "
Also, Radik Ziatdinov dwelled on the issues of considering the claims of car owners for the quality of sold or repaired equipment and tasks for the current year. At the end of his speech, he outlined the tasks for 2021.
Rafael Fattakhov, Deputy Minister of Agriculture and Food of the Republic of Tatarstan, positively assessed the results of the department's work in 2020.
“The work of the Ministry of Agriculture and Food in terms of engineering and technical policy in the agro-industrial complex is inextricably linked with the Gostekhnadzor service, whose territorial bodies operate in all municipal districts. The safety of the population depends on your professionalism. Supervision covers the entire republic, including the equipment of industrial enterprises (only 21% of agricultural equipment). You provide us with considerable assistance in ensuring the preparation of self-propelled vehicles and trailers for field work. You participate in all events, all inspectors are competent and behave professionally. Every year, about 80% of self-propelled vehicles are submitted for technical inspection, in the reporting year 99% of them received operating permits, ”he said.
According to the Deputy Minister, the profession of a machine operator remains the most traumatic. “Working with equipment always requires special care and observance of labor protection rules. According to labor protection statistics last year, we have a positive trend in reducing industrial injuries in agriculture, ”he said.
