In 2020, Tatarstan plans to produce more than 400 tons of marketable fish

This was announced today by the Deputy Prime Minister - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov during a meeting of the Volga-Kama Scientific and Industrial Council. The event was held in Naberezhnye Chelny under the chairmanship of Vasily Sokolov, Deputy Head of the Federal Agency for Fisheries. It was attended by representatives of the State Committee for Biological Resources of the Republic of Tatarstan, the public council of the Srednevolzhskiy territorial administration of the Federal Agency for Fisheries, the Tatar, Saratov, Nizhny Novgorod and Perm branches of the FSBSI "VNIRO", the Kamsko-Volzhskiy branch of the FSBI "Glavrybvod", the Srednevolzhskiy TU Rosrybolovstvo and others.

Marat Zyabbarov said that the fishery fund of the Republic of Tatarstan currently comprises: the water area of ​​the Kuibyshev reservoir - 312 thousand hectares; Nizhnekamsk reservoir - 90 thousand hectares; Zainsky reservoir - 2 thousand hectares; lakes - 700 hectares; rivers - 250 hectares; 580 hectares of feeding and 225 hectares of rearing fish-breeding ponds.

5 pond farms are engaged in the production and sale of marketable fish in the Republic of Tatarstan: Arskiy Rybkhoz LLC, Kaibitskiy Rybkhoz JSC, Ushnya Rybkhoz OJSC, Dymka Rybkhoz LLC and Zainskiy Rybkhoz LLC cage farm and more than 30 farms subjects of various organizational and legal forms, including individual entrepreneurs, peasant (farm) enterprises.

In 2019, fish farms produced 104 tons of marketable fish, the production (cultivation) of fish stock amounted to 283 tons. In 2020, it is planned to produce 411 tons (106% by 2019) of marketable fish and fish seed material.

At present, in addition to the leading technology for the cultivation of commercial fish, such as pond fish farming, industrial methods of aquaculture are being introduced. Along with the traditional fish species (carp, silver carp, grass carp), sturgeon, salmon, catfish and other aquaculture objects are grown (in closed water supply units).

Large investment projects are being implemented by:

- LLC "Biosphere-Fish" in Laishevsky district: since 2017 two stages of the project have been launched, investments amounted to 625 million rubles, today the construction of the third stage of the fish breeding complex is underway;

- Fish LLC in the Buinsky district: for the construction of a fish processing plant, the investments will amount to 100 million rubles, the implementation of the project will employ 120 people and produce up to 10 tons per day;

- LLC "Caviar House of Dary Volga" in Kazan is the first and only certified enterprise in the republic that produces caviar of sturgeon fish, this year the enterprise has sold 600 kg of caviar.

Through the Ministry of Agriculture and Food of the Republic of Tatarstan In accordance with the Resolutions of the Cabinet of Ministers of the Republic of Tatarstan No. 42 and No. 77 "On measures of state support of the agro-industrial complex at the expense of the budget of the Republic of Tatarstan", subsidies are provided for:

- reimbursement of a part of the cost of purchasing fish stock (40% of the acquisition cost), this year subsidized three fish farms for more than 1.2 million rubles.

- subsidies to reimburse part of the costs of technical and technological modernization of agricultural production in the amount of 40 percent of the actual costs of purchased equipment under supply (purchase and sale) agreements since 2016 in the aquaculture sector. These have been received by four fish farms worth more than 18 million rubles.

Also, departmental programs are currently operating:

- "Grants for the development of family farms." According to the program, grants are allocated to farmers on a competitive basis. The projected capacity of farms for the production (cultivation) of marketable fish is at least 15 tons per year; in 2020, two projects worth more than 9 million rubles were competitively selected;

- "Creation and development of peasant (farmer) enterprises under the Agrostartup project in the Republic of Tatarstan for 2019-2024." It is aimed at providing state support to peasant (farmer) economies implementing Agrostartup projects for the development of agricultural production activities in small forms of farming. In the current year, one project in fish farming was selected, the grant amount was 3 million rubles.

To stimulate an increase in the volume of growing and selling marketable fish by the Ministry of Agriculture and Food of the Republic of Tatarstan, with the approval of the President of the Republic of Tatarstan, the Procedure for granting subsidies for sold marketable fish and marketable caviar of sturgeon fish species is currently being worked out at the rate of 20% of the cost of sale. For these purposes in 2021 it is planned to subsidize fish farms for more than 27 million rubles.

The meeting also considered the materials of fishery science to determine the total allowable catch for 2021 and proposals for its distribution by the constituent entities of the Russian Federation, also discussed issues of fishing regulation in 2021 and proposals of amateur fishermen to improve the Fishing Rules, etc.

At the end of the event, the work plan of the Scientific and Field Council for 2021 was adopted.
