Since October, Tatarstan has introduced 100% labeling of newborn calves in the system of unified animal identification

This was reported today at the Ministry of Agriculture and Food of the Republic of Tatarstan during a meeting (in the Video conference mode) with the regions, which was chaired by the Deputy Minister of Agriculture and Food of the Republic of Tatarstan Lenar Garipov.

The decision to start 100% labeling was made because of the need to prevent the spread of infectious animal diseases, as well as to identify the sources and ways of spreading infectious diseases. Also in the future, subsidies will be associated with identification.

Today, on the territory of the Russian Federation, a difficult situation is developing with infectious diseases of farm animals:

- 32 regions are unfavorable for foot and mouth disease;

- African swine fever - 25 regions;

- brucellosis - 39 regions;

- contagious nodular dermatitis - 23 regions;

- highly topogenic avian influenza - 10 regions.

“Our republic is safe in terms of these diseases. And we are concerned about the unauthorized import of infected livestock or livestock that have been vaccinated, ”explained Gabdulkhak Motygullin, deputy head of the Main Veterinary Directorate of the Cabinet of Ministers of the Republic of Tatarstan.

Marking and identification excludes the possibility of substituting one animal for another. Also, the possibility of transfer of animals not subjected to mandatory veterinary treatments is excluded. Another advantage is an ability to search for owners of the animal, for example, in the absence of accompanying veterinary documents, as well as search for missing animals.

“Unscrupulous entrepreneurs can contribute to the introduction of dangerous infections into the territory of the republic. For them, the main indicator is price. And in regions with problems with infectious animal diseases, the cost of livestock and livestock products, as a rule, is below average. Therefore, any import of livestock into the territory of the republic must be coordinated with the Main Directorate of Veterinary Medicine. When agreeing on the import, we take into account not only the status of the region for certain infectious diseases, but also the well-being of the farm from which the import is planned, as well as information about the vaccinations. If we also have a tool for accounting and identification of animals, we will be able to be completely sure that we received exactly the cattle that was declared, ”explained Gabdulhak Motygullin.

In the republic, measures for the identification of animals have been launched this year. By the order of the Cabinet of Ministers of the Republic of Tatarstan dated August 26, 2020, the implementation of a unified system of registration and accounting of animals on the territory of the republic was approved. According to it, from October of this year, we must start marking cattle, from June 1, 2021, work on the identification of small ruminants will begin, and from August 1, 2021 horses will enter the system. For the rest of the animal species, work will begin from 2022 to 2024.

Lenar Garipov informed that 2,728 heads of cattle have already been identified in Tatarstan. Work started in 16 districts. The leaders are Arsky, Baltasinsky, Leninogorsky and Cheremshansky districts.

Today, an information system, into which information about animals subjected to identification is entered, has been defined in the republic - this is the RegAgro system. This system is the optimal solution, since it allows any person to find out information about the animal using the QR code and interacts with the Federal State Information System Vetis. The VETIS system has already been implemented throughout the country. Its operator is the Rosselkhoznadzor. One of the components of this system, among other things, is the "Mercury" system, which is designed to process veterinary accompanying documents for cargo controlled by the State Veterinary Supervision.

All districts will receive animal identification training by 30 October. This was announced by the Director General of the RIVC Niyaz Khaliullin. The training will be organized online on the agricultural educational platform sschool.agropoliya.ru. In order not to miss the training, it is recommended to register in advance on the platform.

In the Republic of Tatarstan, all state services are converted to electronic form. Similar work is being done at the Ministry of Agriculture and Food of the Republic of Tatarstan. At the moment, with the support of the RIVC, subsidies for personal subsidiary plots are being converted into electronic form. The receipt of the subsidy is also tied to a single animal identification number.
