Farmers of Tatarstan will be able to receive additional funds for purchase of mineral fertilizers for the harvest of 2021

Today, under the chairmanship of the Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov, a meeting (in the videoconference mode) was held with the heads of agriculture departments of the regions, large investors and agricultural enterprises. They talked about the rules for allocating incentive subsidies for mineral fertilizers, discussed liming of acidic soils and experience in the design of abandoned agricultural facilities.

Marat Zyabbarov noted that today most of the field work has been completed, but it is necessary to intensify the work on harvesting corn and sunflower while the weather is favorable. "Also, the President of the Republic supported our request for the allocation of additional funds in the amount of 1 billion rubles for the application of mineral fertilizers," the minister informed.

Deputy Minister Ildus Gabdrakhmanov spoke about the dependence of the yield on the amount of mineral fertilizers used and the conditions for granting subsidies for the harvest of 2021.

Under the new rules, in order to receive subsidies, farmers will need to fulfill the following conditions:

confirmation of accumulation from 01/01/2020 to 11/15/2020 of at least 35 kg a.i. / ha for sown areas;

if the 5-year cycle of agrochemical survey is not followed, subsidies won’t be allocated;

Indicator conditions:

availability of sown areas at the level not less than 2020;

application of mineral fertilizers for the harvest of 2021 as of July 1, at least 50 kg of ai / ha (at least 40 kg of ai / ha at the expense of own funds);

an incentive coefficient of 1.3 is applied if there are stationary mortar units on 15.11.2020 that meet the developed requirements of the Ministry of Agriculture of the Republic of Tatarstan.

Ildus Gabdrakhmanov also spoke about the work carried out on soil deoxidation in Tatarstan to increase the assimilability of nutrients and create favorable conditions for the growth of plants.

The second part of the discussion was devoted to the design of ownerless objects. “Today, their registration is carried out in accordance with Article 225 of the Civil Code of the Russian Federation, when ownerless immovable things are registered by the one that carries out state registration of the right to immovable property, at the request of the local government body in whose territory they are located. The Prosecutor's Office of the Republic of Tatarstan gave an answer to the repeated appeals of the heads of districts to simplify the procedure for registering ownerless property on the strict observance of Art. 225 of the Civil Code. This procedure takes up to 2 years. But the districts where there are such facilities need to go through it, since the registration of title documents for ownerless objects will allow collecting taxes, using empty premises, attracting farmers to the area, creating new jobs, participating in grant programs and taking soft loans, " Rishat Khabipov.

Also during the meeting, they discussed the experience of the Alekseevsky district in recognizing ownership of real estate by acquisitive prescription, and the Kamsko-Ustinsky district shared its experience in the design of ownerless objects.
