The Ministry of Agriculture and Food of the Republic of Tatarstan reminds that Tatarstan agricultural producers must apply to Rospotrebnadzor before October 1, 2021 with statements on establishing sanitary protection zones (SPZ).
From January 1, 2022, the estimated, calculated (preliminary) sanitary protection zones cease to exist, and the restrictions on the use of land in them will not apply.
The Ministry of Agriculture and Food of the Republic of Tatarstan informs that as of March of this year, information on the SPZ of 502 enterprises has been given, this is only 11% of the total.
For the absence of SPZ, there is an administrative responsibility and a warning or an administrative fine on legal entities - from 10 thousand to 20 thousand rubles or administrative suspension of activity for up to 90 days.
On March 15, 2018, the Decree of the Government of the Russian Federation of March 3, 2018 No. 222 “On approval of the Rules for the establishment of sanitary protection zones and the use of land located within the boundaries of sanitary protection zones” came into force, from 04.08.2018 - Federal Law of 3 August 2018 N 342-ФЗ “On Amendments to the Town Planning Code of the Russian Federation and Certain Legislative Acts of the Russian Federation”.
Based on these documents, SPZs are installed in existing, planned for construction, reconstructed capital construction objects that are sources of chemical, physical, and biological effects on the human environment, if chemical, physical, and (or) biological effects exceeding sanitary epidemiological requirements.
For existing facilities that require the establishment or modification of the sanitary protection zone, the owner of the facility must develop a draft sanitary protection zone and obtain a sanitary and epidemiological report on it based on an expert opinion.
In order to establish the boundaries of the sanitary protection zone, the enterprise carries out laboratory research, measurements and applies to Rospotrebnadzor. After making a decision, information about the SPZ of the facility is transmitted by the Office of Rospotrebnadzor to be entered in the Unified State Register of Real Estate.

For reference: SPZ is a special territory with a special regime of use, which is established around facilities and industries that are sources of impact on the environment and human health.
It is created to protect people from harmful production factors, such as dust, noise, harmful emissions, industrial pollution.
It is assumed that there are any barriers and obstacles to the localization of harmful factors of production. The main obstacles include the size of such a SPZ, the presence of green spaces, fences, etc.
