Explanations of the Ministry of Agriculture of the Republic of Tatarstan on the procedure for work and delivery of goods by agricultural producers

In accordance with the Decree of the President of the Russian Federation dated April 2, 2020 No. 239 “On measures to ensure the sanitary and epidemiological well-being of the population in the Russian Federation in connection with the spread of new coronavirus infection (COVID -19)” (hereinafter - the Decree), non-working days from April 4-30, 2020 inclusive were announced, with salaries retained by employees. The exception are organizations listed in clause 4 of the Decree.

In this regard, in order to ensure the food security of the Russian Federation, the uninterrupted supply of food to the population in sufficient quantities, and to maintain the continuity of production of agricultural products, raw materials and food, the Ministry of Agriculture of the Russian Federation draws attention to the fact that

- organizations engaged in the production, sale and storage of agricultural products, its processed products (including food): fertilizers, plant protection products, feed and feed additives, seeds and planting material;

- organizations engaged in the formation of commodity stocks of agricultural products and food for future periods;

- organizations engaged in seasonal field work;

- fishing, fish processing enterprises, fish farms, as well as organizations serving vessels of the fishing fleet;

- livestock farms;

- organizations for artificial insemination of farm animals, production, storage and sale of seed of farm animals and transportation of cryomaterial for artificial insemination of animals;

- organizations providing treatment, prevention and diagnosis of animal diseases, including conducting veterinary and veterinary sanitary examinations;

- organizations engaged in the production, handling and storage of veterinary medicines, diagnostic tools for animal diseases;

- grape and wine producers;

- pet products, organizations,

- implementing agricultural machinery, its maintenance or repair, including machine and tractor stations,

- organizations supplying ingredients, packaging, equipment maintenance;

- companies engaged in transportation, loading and unloading, providing logistics and services in the above areas;

- organizations engaged in other types of activities aimed at ensuring food security of the Russian Federation fall under subparagraphs “a”, “c” and “d” of paragraph 4 of the Decree.

Earlier, the Deputy Prime Minister of the Republic of Tatarstan, Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov noted that during this difficult time, agricultural producers ensure the food security of the country and work to ensure that each of us has fresh products and this is worthy of respect.

Thus, the work of agricultural producers continues in the same mode, but with all the recommendations to prevent the spread of coronavirus infection. So, agricultural producers need to carry out timely disinfection of agricultural enterprises, to provide workers with personal protective equipment - gloves, masks, antiseptics.

On March 31, 2020, a resolution was signed that enacts the procedure for obtaining special permits that entitle Tatarstan people to travel during the period of self-isolation.

Farmers going to work need to get a certificate from the employer. For transportation of goods, including food products, the sender of the cargo additionally issued a certificate of the approved form. The certificates do not apply to movement on the territory of Tatarstan, which is not connected with the performance of official duties.
