This was reported at the republican meeting in the Government House of the Republic of Tatarstan by Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov. The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconference with all municipal areas.
Since 2017, one of the tasks of the subprogram “Support for small business forms” is to provide engineering infrastructure for horticultural and vegetable garden non-profit partnerships. The ministry is identified as the curator of this program.
Today in the republic there are 950 horticultural and vegetable garden non-profit partnerships (SNT), in which 381 thousand garden plots are registered, located on 30 thousand hectares of agricultural land. The main number of gardens is located in the suburbs of Kazan, Naberezhnye Chelny, Nizhnekamsk, where more than 1 million citizens provide themselves with vegetables, fruits, potatoes grown in these areas.
The Minister noted that an inventory of SNT infrastructure carried out in 2016 showed that most of them need to get roads and the power grid repaired. To solve these problems from 2017 to 2019, 1.650 billion rubles were allocated from the budget of the Republic of Tatarstan.
For three years, 27 km of water supply, 86 wells, 156 reservoirs in 334 SNT were repaired. 329 MSW sites, 593 containers and 130 bins in 459 SNT were purchased. 116 km of power lines and 118 complete transformer substations in 192 SNT; 90 km of access roads to 175 SNT. Since 2017, 22 districts have taken part in supporting gardeners. If in the first year there were only 8 districts, then in 2019 there are already 22, most of which are suburban districts of Kazan, Tukaevsky and Nizhnekamsk districts, where the majority of gardens is located.
Also in 2018-2019, they provided subsidies for the repair of internal infrastructure in terms of co-financing in the ratio of 1: 2, following the example of self-taxation of citizens in rural settlements. 116 million rubles were allocated for these purposes. Over 2 years, 13 km of internal alleys were repaired in 18 partnerships, 120.8 km of power lines; 43.6 km of water supply.
The most active participants in the co-financing were gardeners of Kazan who received subsidies in the amount of 25.3 million rubles and gardeners of the Tukaevsky district - 23 million rubles. For example: the water supply system of the patnership “Biryuli” of the Vysokogorsky district, “Enthusiast” of the Pestrechinsky district, the internal alleys of the “Neptune” of the Laishevsky region, the replacement of the power transmission line with the installation of meters in the “Vesna” of the Verkhneuslonsky region.
Substantial support is provided by the chairmen of the district associations of gardeners of the Tukaevsky, Pestrechinsky, Verkhneuslonsky districts, the city of Naberezhnye Chelny to the chairmen of gardening associations when collecting documents for the allocation of subsidies and presenting them to the Ministry of Agriculture and Food of the Republic of Tatarstan.
“Thanks to the republican support received and the work of the chairmen of the partnerships, gardens began to move in Pestrechinsky, Almetyevsky, Tukaevsky, Verkhneuslonsky, Sarmanovsky, and Menzelinsky districts. People began to return to their plots, because without roads, light and water it is impossible to engage in the production of products. Over the past three years, the number of developed sites in which the owners appeared has increased by about 5.5% or about 19 thousand sites, ”said Marat Zyabbarov.
The Head of the Ministry of Agriculture of the Republic of Tatarstan added that in order to continue repairing external facilities in 2020, 500 million rubles were allocated, including for water supply - 90 million rubles, MSW sites - 10 million, electric grid facilities - 100 million rubles, access roads - 300 million rubles.
Also, gardeners prepared design estimates for the repair of internal facilities for a total amount of 545.7 million rubles. After receiving a positive opinion of the state commission, the information will be sent to the Ministry of Finance of the RT to consider the allocation of funds.
