In Nizhnekamsk, issues of rural development and increased business activity in the village were discussed

Today, in the Nizhnekamsk region, a zone workshop was held on improving the business activity of the villagers with the participation of the Chairman of the State Council Farid Mukhametshin, Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of Tatarstan Marat Zyabbarov, heads of districts and rural settlements, heads of private farms and family farms, representatives of farmer associations, consumer societies and agricultural cooperatives from 12 regions of the republic.

This is the second such seminar on supporting private household plots, the first one was held in the Drozhzhanovsky district. In the near future, meetings with farmers will also be held in the Sabinsky and Bugulminsky districts. In general, zonal seminars and meetings to increase the business activity of villagers in the republic have become traditional and have been held twice a year since 2010. Such meetings raise urgent problems of private household plots, which can be resolved directly “on the spot”, since the seminars are attended by heads of relevant ministries and departments, representatives of the banking sector, and heads of municipalities.

For seminars and meetings the holding of "round tables" has become a tradition. In Nizhnekamsk, in the format of a round table, issues of rural development, state support measures for farming and entrepreneurship in the village were discussed. For example, the topic of agricultural mortgage has become relevant. The bureaucratic mechanism, when it is necessary to know the final contractor to obtain it, significantly slows down the process. “All issues raised will be forwarded to the Government for further resolution,” said Farid Mukhametshin.

Farmers of the Nizhnekamsky region could exchange experience, get acquainted with the best practices of organizing and managing the farm at a specially organized exhibition.

In total, more than 20 programs are being implemented in the republic that support small-scale farming in the countryside, subsidies are allocated from the republican budget for the purchase of livestock and technological equipment, the arrangement of access roads, the construction of small farms, etc. The republican law on support of personal subsidiary plots is working. The main result of such support was that each year private farmsteads and farmers produce more than half of the total agricultural output.

The results of the work of farms in the Zakamsky zone were discussed in detail at the plenary session. “The main goal of our meetings is to support the rural population,” Farid Mukhametshin emphasized, “increasing business activity is a complex task that all ministries and departments, municipalities should deal with. Recently, the Ministry of Economy has also begun to attract our meetings, so that not only agricultural production will develop in the countryside. ”

He reminded that much attention is paid to the development of agricultural cooperation. Especially for small cooperatives, which acquire surplus agricultural products for sale. Farmers do not need to spend time and money to transport products to the markets.

Today 280 cooperatives have been created in the republic and the number continues to grow. In just one year, the number of members of cooperatives grew by more than 3,000, and revenues almost doubled. The cooperative of Liliya Gayfullina from the Tukaevsky district (the vegetable-growing) is very well-functionning, it attracted 16 new members during the year, now there are more than 3 dozen.

The zonal meeting of the Zakamsky zone was not accidental in Nizhnekamsk. As the head of the Nizhnekamsk region Aidar Metshin noted, last year in the ranking of municipalities to increase business activity in the village, the Nizhnekamsk region rose from 39th place to 18th. In the ranking of agricultural production indicators, the Nizhnekamsk district takes 16th place. Last year, 82.4 thousand tons of grain were harvested in the district, the average yield was 34.8 centners per hectare.

This year the task is to ensure an increase in agricultural production by 5%. “In order to achieve this goal, we have maintained all support measures in the State Program,” said the Deputy Prime Minister of the Republic, Minister of Agriculture and Food of Tatarstan Marat Zyabbarov. Last year, the decrease was 1.6% for livestock and poultry meat, and 1.8% for milk. The decline in production is associated with a reduction in the amount of livestock, especially cows. ” As the head of the relevant ministry noted, out of twelve districts of the Zakamsky zone, nine have a significant reduction in cows number, especially in the Agryzsky, Aksubaevsky and Elabuzhsky districts. “If every sixth family keeps cows in Novosheshminsky and Chistopol districts, then Nizhnekamsk and Tukaevsky districts are only one in twenty,” he said.

The most sought-after population remains the mini-farm construction program; since 2015, program participants have increased the number of cows by 5 thousand. For example, a farmer from the village of Melekes, Tukaevsky District, Lyudmila Mikhailova, having 7 cows, built a mini-farm in 2019 and received a subsidy of 400 thousand rubles. And now in her farm there are already 12 cows. The annual cash income of the economy grew by 400 thousand, exceeding 1.6 million rubles.

They raised the issue of milk prices. “The price of milk at Agryzsky district is 4 rubles lower than at Novosheshminsky,” the minister said, “basically, the influence on prices is in your hands. When I first started working in the Buinsky district, the prices for local milk were among the lowest in the republic, we worked with milk collectors, found solutions, and after 3 months prices became almost the highest. It’s only necessary to remove all unnecessary links between manufacturers and processors. ”

From this year, as the Minister noted, a new program for the integrated development of rural territories for 2020 - 2025 will start, this year 2.2 billion rubles will be allocated for its financing. The program spelled out new directions for improving the living conditions of citizens living and working in rural areas. For example, a preferential mortgage loan at a rate of up to 3%, a consumer loan at a rate of up to 5% for the repair of residential buildings and providing engineering networks, etc.

The meeting also discussed the participation of municipalities in the upcoming anniversary events - the 100th anniversary of the TASSR and the 75th anniversary of Victory in the Great Patriotic War. At the end of the meeting, the winners of the competitions were awarded.
