The republican committee of the trade union summed up the results of the year
Last week, an expanded meeting of the Presidium of the Tatarstan Republican Committee of the Trade Union, chaired by Farida Garifullina, was held at the Ministry of Agriculture of the Republic of Tatarstan. The results of the activities of the republican organization of the Trade Union were summed up for 2019.
The reports of the specialists of the Reskom union gave an in-depth analysis of statistical reporting on union membership, the implementation of the union budget for 2019, and the results of the collective bargaining campaign. It was noted that, despite financial difficulties at enterprises, social guarantees did not decline during 2019. When making collective bargaining agreements, trade union committees sought significant benefits and guarantees for workers, including the provision of additional paid leave, financing of health improvement for workers and their families, co-payments for mentoring, additional cash payments to parents on parental leave, and children staying health camps, lump-sum payments for retirement to the army. Enterprises such as Maysky TK LLC, Chelny Broiler LLC Zelenodolsky Milk Processing Plant JSC, Essen Production AG JSC, Elita GPPO Federal State Budgetary Institution FTsTRB-VNIVI, Buinsky LLC sugar”, Zainsky sugar OJSC served as examples.
The basis for concluding collective agreements at agricultural enterprises is the Sector Agreement on the Agricultural Sector of the Republic of Tatarstan for 2019-2021, as well as the joint Decree of the Board of the Ministry of Agriculture of the Republic of Tatarstan and the Presidium of the Republican Committee of the Trade Union “On Concluding Collective Agreements for 2019”.
At the meeting, a detailed discussion of the wages of the industry workers took place. The growth rate of the average monthly salary at agricultural enterprises amounted to 16.7%, however, there is still a large gap between the salary level and the national average (in 2019 - 68.7%). At food industry enterprises with primary trade union organizations, the average salary exceeds the national average by more than 11.2%. With an increase in the average wage in the industry, the minimum wage increases due to the Republican Agreement on the minimum wage (since January 1, 2020, the minimum wage in the off-budget sector of the economy of the Republic of Tatarstan is 14 thousand rubles). At the same time, the share of the tariff part in the structure of wages in some cases decreases. In the Sectoral Agreement on the agro-industrial complex, this indicator is 70%.
The meeting also raised issues of improving conditions and labor protection at the enterprises of the industry. In order to study the state of affairs during the spring field and harvesting work, the committee of the Trade Union annually organizes trips to the regions of the republic.
“The most violations were identified in the issues of timely training and briefing on labor protection, a special assessment of working conditions, regulation of women’s labor, guarantees and compensations for work in harmful and dangerous working conditions, as well as the work of persons under the age of 18 years. So, in 2019, at the enterprises of the industry, there were 18 cases of industrial injuries with a severe outcome, which is 2 cases more than in 2018. In most cases, accidents are caused by workers. Trade union needs to strengthen control and intensify the work of labor protection commissioners, which are an important link in the public control system. There are 570 people for 2020 year, ”said Farida Garifullina.
At the end of the event, the Chairman of the trade union organization focused the attention of the meeting participants on the need to further improve social partnerships and working conditions, preserve the health and life of workers, and increase wages in agricultural enterprises.
