On March 27 Nikolay Titov, First Deputy Minister of Agriculture and Food of the Republic of Tatarstan, held a working meeting with the heads of the Departments of Agriculture and Food of municipal districts of the Republic of Tatarstan in a videoconference on the resource support of spring field work and the prospects for the development of agricultural insurance. The event was held with the participation of Deputy Ministers Ildus Gabrakhmanov, Nazip Hazipov, Talgat Tagirzyanov, heads of relevant departments, representatives of insurance companies and organizations involved in the production and supply of mineral fertilizers.
Ildus Gabdrakhmanov told the audience about the sown areas planned for 2019 and the needs of farms for resources such as fuel and lubricants, spare parts, seeds, fertilizers, etc., reminding that mineral fertilizers are the basis for obtaining high yields of agricultural crops. He also drew attention to the extension of state support for the purchase of mineral fertilizers until May 1, remindng that in order to receive funds, it is necessary to document the accumulation of a crop of at least 30 kg AI / ha.
“Fertilizers not only increase yields, but also make it possible to resist drought effectively,” said Ildus Gabdrakhmanov, “which is of particular importance given the dry season forecasted in June.”
He also told about agricultural insurance, as a real opportunity for agricultural producers to conduct stable activities, predict incomes in advance, without fear of adverse weather conditions, remindng that, according to the amendments to the Law No.260-FZ "On State Support in Agricultural Insurance" that came into force on March 1 and on amending the federal law "On the Development of Agriculture", the concept of the threshold of crop loss and perennial plantings, under which crop loss is excluded from the system of agricultural insurance/considered insurance, expanded the list of risks, added the possibility of their combination for farmers.
Agricultural insurance programs in accordance with the new rules were made by representatives of insurance companies, noting that the insured crop can be a subject of security (collateral) when farmers receive various loans. According to the proposals of insurance companies, crop insurance will cost farmers from 27 rubles per hectare of sown area, and these costs can be attributed to the cost of production.
