The Ministry of Agriculture accepts proposals for the draft Strategy for the Development of Horse Breeding

An expert working group under the auspices of the Ministry of Agriculture prepared a draft Strategy for the Development of Horse Breeding of the Russian Federation for the period up to 2025. The project provides a systematic solution of issues of domestic horse breeding development , its resource and financial support.

Horse breeding in Russia faces a strategic goal of creating economic, legal, and organizational-technological conditions for sustainable development, preserving and improving the gene pool of horse breeds in the country, and increasing their competitiveness in the domestic and world markets. To solve this problem will be carried out the work to develop the production infrastructure of studs and hippodromes, ensure the financial self-sufficiency of horse breeding, as well as a stable growth of agricultural production.

One of the main goals of the Strategy is to increase the number of horses in the country from 1.4 million in 2018 to 1.6 million by 2025. The expected increase over the specified period is 2 times the rate of increase over the past 12 years.

The draft Strategy provides a set of measures to support pedigree and productive horse breeding, develop hippodrome infrastructure and a national equestrian sweepstand, scientific and personnel support for the industry. Financing of the planned events will be provided by the federal and regional budgets, private investors and credit organizations.

Government support will be presented in the form of subsidies for reimbursement of the costs associated with conducting breeding activities. In addition, it is planned to use a mechanism to support public-private partnership projects in order to modernize horse breeding and hippodromes.

At present the Ministry of Agriculture of Russia together with the professional community of horse breeders, representative offices of public organizations in horse breeding continue to discuss the draft document, the final version of which will be submitted for approval by July 1, 2019. Suggestions and comments on the draft Strategy are accepted by the Horse Breeding Development Association on the website: www.ark-rf.ru.
