The Ministry of Agriculture of the Russian Federation allocated subsidies amounting to 20,033 million rubles to the regions (as of February 19, 2015). Constituent entities of the Russian Federation allocated 1,676 million rubles (8% of the federal budget) to the state support for agricultural producers.
Lipetsk and Moscow Regions, the Republic of Mari-El, the Altai Territory, Ryazan and Kaliningrad Regions are the leading regions where the funds from the federal budget are successfully used.
11% of the funds, allocated by the Ministry of Agriculture of the Russian Federation from the federal budget, were given to support agricultural producers in the field of crop farming.
Owing to the funds from the federal budget, timely support of agricultural producers from AIC regional administrative bodies in crop farming improves their financial and economic performance. It can also influence the decision banks make weather to grant loans of not as well as to change the interest rate of the loans given for spring field works in the current year.
Fast support for agricultural producers could be difficult now only due to the lack of the legal framework of some constituent entities of the Russian Federation.
