Ildar Khalikov: Strategic planning is important today

In the Republic of Tatarstan it is believed that strategic planning is vitally important. It was stated today by the Prime Minister of the Republic of Tatarstan Ildar Khalikov at the 2nd plenary session “Plans and reality” of the XIIth All-Russia forum “Strategic planning in Russian regions and cities”. The forum takes place in Staint-Petersburg (27-28 October, 2014). The moderator of the plenary session was the dean of the faculty of free art and science of the Saint-Petersburg State University, the chair of the Civic Initiative Committee, Aleksey Kudrin. The session is held as a free discussion of leading Russian experts, the main topic of which is “Plans and reality: opportunities and threats of a new strategic planning system under the circumstances of the developing political-economic situation”.

Giving a speech at the session, the Prime Minister of the Republic of Tatarstan Ildar Khalikov reported that the Tatarstan delegation had come to the forum,too, because in the republic a great attention is paid to the strategic planning within the framework of the further development of the region. He also noted that nowadays Tatarstan is developing the Economic development strategy (Startegy 2030) together with the Leontyev center. All the previous strategies were successful. According to the words of Ildar Khalikov, under the circumstances of a difficult economic situation, the importance of strategic planning as a tool of long-term development is increasing.

It is very important in every program, every strategy to aim at the key factors, said Ildar Khalikov. These are the human capital assets, special development, and economic development.

Answering the questions, the Prime Minister of Tatarstan said today the region is competing both with other constituent entities of our country and other countries. The main task for the further development is the improvement of the living standard of the population.

According to the words of Ildar Khalikov, the federal law on strategic planning is in demand. It is important for the law not to limit the activities of the regions but to provide new opportunities.

During the plenary session some officials spoke their opinion on strategic planning. The participants of the discussion came into conclusion that it was “much easier to plan for a hundred of years than for a year.”
