XII All-Russia forum “Strategic planning in Russian regions and cities” in Saint-Petersburg
On October 28 the XII All-Russia forum “Strategic planning in Russian regions and cities” is held in Saint-Petersburg.
The delegation of the Republic of Tatarstan includes the Tatarstan Prime Minister Ildar Khalikov, the Deputy Minister of Agriculture and Food of the Republic of Tatarstan Rishat Khabipov, etc.
The Organizing parties of the forum are: the State Duma of the Russian Federation, the Ministry of Regional Development of the Russian Federation, the Ministry of Finance of the Russian Federation, the Ministry of Economic Development of the Russian Federation , Saint-Petersburg Government, “The center of strategic developments” foundation and “Leontyev center”.
The forum has been organized annually since 2002 and is considered to be the main place for discussing of strategic planning methods and mechanisms, as well as the constructive confrontation on the most important and vital issues devoted to the implementation of strategic plans and complex development projects in cities and regions of the Russian Federation.
The main goal of the event is to exchange the experience between cities and regions leading in strategic planning and the discussion of actual results and key factors preventing the development and implementation of strategic plans.
The choice of the main topic of forum 2014 “Reforming of strategies, renewal of sense” is explained by the combination of internal and external development factors and tendencies determining the contexts of regional and city development planning. It is connected with the continuing global economic instability, numerous characteristics of the new global crisis on the one hand and the increasing structural crisis of the Russian economy on the other hand. Thus, the discussion about the choice of a new development model for our country, which includes facilitation of the regional development, is especially vital nowadays.
A 2-day program of the forum includes 25-30 events. At the plenary sessions and round table discussions the following issues will be discussed: the federal law “About the strategic planning in the Russian Federation”, the economic policy as a tool of the strategy implementation, the experience of Saint-Petersburg, the experience and problems of the existing strategic development implementation in Russian regions and cities, approaches to the Spatial development strategy of Russia, regional competition, etc.
According to the Press Office of the President of the Republic of Tatarstan, this year there are two events with the participation of the Republic of Tatarstan at the forum: the representatives of the republic take part in the plenary session “Plans and Reality” and the round table discussion “Priorities of Tatarstan Strategic Development”.
