Perspectives of farming development in Tatarstan

The committee meeting on ecology, natural resource management and agriculture took place
on July 1. The main issue on the agenda was the status of implementation of the regulations concerning farm households and entrepreneurship development in the rural area.

Deputy Minister of Agriculture and Food of the Republic of Tatarstan Rishat Khabiblov gave a speech on the main issue of the agenda. In his report he noted that there were 4667 farm households and more than 466 thousand private family households which produced about a half of the total gross agricultural product of the republic. One of the ways to support small farm households is the allocation of subsidized loans. During 2006-2013 villagers got 132.2 thousand loans for more than 34 billion rubles.

According to the words of the minister, a third of the republic livestock is in the hands of farmers with family farm households. That is why support of small agricultural business is the main priority. Great attention is also paid to support of family farm households. Since 2012 such federal programs as “Support of apprentice farmers” and “Development of family farm households” have been fulfilled. A grant for an apprentice farmer can be up to 1.5 million rubles. 161 farm households have got more than 225 million rubles as grants for the last 2 years. 

The following officials participated in the discussion of the minister’s report: Committee Chairman Valery Vasilyev, Deputy Committee Chairman Ilsur Safiullin, deputies Ilshat Khairullin, Rafael Nurutdinov, Marat Khairullin, Chairman of the Tatarstan Association of farmers and farm households Kamiyar Baitemirov.

The need for intensification of land redistribution fund replenishment, with the aim of allocation of plots of land for farmers to develop private family farm households, is stressed in the adopted resolution of the committee.

At the session of the committee a number of draft laws concerning Environmental Code, Land Code and cattle breeding were reviewed.
