Today in the Ministry of Agriculture and Food of the Republic of Tatarstan a collegium named “Priority trends of the state policy outlined by President of the Russian Federation” chaired by Deputy Prime Minister of the Republic of Tatarstan, Minister of Agriculture and Food of the Republic of Tatarstan, was held.
The main priorities, according to Decree №596 of President of the Russian Federation, are creation and modernization of workplaces with high productivity by the end of 2020, increase of investments to not less than 25% of GDP by 2015 and to 27% by 2018, increase of the production share in GDP from hi-tech and science-driven sectors of economy which is to become 1.3 times bigger by 2018 compared with 2011, increase of workforce productivity which is to become1.5 times more by 2018 compared with 2011.
First Deputy Minister of Agriculture and Food of the Republic of Tatarstan Nikolai Titov reported on the carriage of decrees №594-606 by President of the Russian Federation V.V.Putin dated 07.05.2012
He noted that it was necessary to give special attention to the quality of the feeding stuffs because this was one of the main reserves to increase productivity of cattle breeding production. According to his words, feeding stuff of a high quality enables to improve consumption of fodder to 90% and the expenses on purchasing of dehydrated ready-made food and supplement feeds reduce by 15-20%.
First Deputy Minister noted that there are over 800 in-line milking outfits, 76 milking houses, 25 robotic milkers, over 800 close milk cooling tanks, about 500 portable cattle dispensers.
Nikolai Titov set the task to create a working party on implementation of decrees of President of the Russian Federation affiliated with the Ministry of Agriculture and Food of the Republic of Tatarstan in oredr to sum up the results of the events organized. He also suggested deputy ministers in their spheres of work to organize the work on implementation of decrees of President of the Russian Federation on increase of productivity of labour in agricultural institutions and to create highly productive workplaces.
The following tasks were set for heads of agricultural and food departments in municipal districts: to develop and to present the agreed figures to create highly productive workplaces and the measures to increase labour productivity.
According to the words of Marat Akhmetov, providing the fact that year after year there is a draught, it could not be treated as an abnormality - it becomes common so it is necessary to adapt to the situation. “This year may become very difficult for agriculture so it is vital to take measures and to work hard even now”, said the minister.
According to his words, there are districts and farm households which being under the equal circumstances and conditions have increased the cost of gross cattle breeding output within 4 months of 2014 in comparison with 2013. For example, these districts are Atnya (105% in comparison with last year), Kaibitsk (107%), Novosheshminsk (107%), Arsk (106%) and other districts.
Applying to those who were present, the head of the Ministry of Agriculture and Food of the Republic of Tatarstan noted that he would be very attentive and strict to incorrect data. Marat Akhmetov asked everybody to work for the ultimate result but not for reports.
The minister emphasized that a lot depended on the human factor, attitude and responsibility of directors.
Ramil Valiev, head of “Aktanysh” company in Aktanysh district, Shamil Davletov, head of “Davletov” company in Minzelinsk districts, and Saidash Israfilov, Director General of “Raps” company, shared their experience of work.
