Development of Republican Program on Module-Type Cattle Slaughter Units Construction

Today in the Ministry of Agriculture and Food of the Republic of Tatarstan there was a session called “Development of the republican program on of module-type slaughter units construction in municipal districts of the republic of Tatarstan”, chaired by Nikolai Titov, Deputy Minister of Agriculture and Food of the Republic of Tatarstan.

The following officials also participated in the event: Nazip Khazipov, Deputy Minister of Agriculture and Food of the Republic of Tatarstan, Almaz Khisamutdinov, Head of Veterinary Main Department of the Cabinet of Ministers of the Republic of Tatarstan, Nurislam Khabipov, Head of the Federal Service for Veterinary and Phytosanitary Supervision of the Republic of Tatarstan, Kamiyar Baitemoriv, Chairman of Farmers Farm Households Association of the Republic of Tatarstan, Makhmut Fattakhov, Chairman of Tatar Consumer’s Association, etc.

Heads of local state veterinary associations, enterprises and organizations interested in the construction of slaughter units, representatives of the companies producing module-type slaughter units were invited to the session.

Almaz Khisamutdinov reported on the safety and sanitation requirements for slaughter units.

According to his words there are 50 slaughter enterprises, 29 of them are currently operating, 21 are under reconstruction.

Before the technical regulations of the Customs Union of the Republic of Tatarstan came into force new slaughter enterprises had been built in Rybnaya Sloboda, Kukmor and Novosheshminsk districts.

“There are not enough slaughter enterprises now to meet the requirements of the technical regulations”, said the Head of Main Veterinary Department of the Cabinet of Ministers of the Republic of Tatarstan.

“It is necessary to reconstruct the existing slaughter facilities and to start construction of new slaughter units”, he added.

Taking into consideration a high cost of construction and purchasing of slaughter units, Almaz Khisamutdinov states it is necessary to take steps to support entrepreneurs and enterprises who own slaughter units.

In his opinion, one of the kinds of support could be subsidies for construction and purchase of modern module-type equipment.

Talgat Tagirzyanov informed the participants about a state support of construction of module-type slaughter units in municipal districts of the republic under the program.

During the session representatives of “Neftmash” Aznakaevo Factory”, “Kolaks-M” and “Comman Grpoup” demonstrated a module-type slaughter unit.

It should be noted that according to decree №68 of Council of the Eurasian Economic Commission dated October 9, 2013 the technical regulations of the Customs Union “Meet and meet products safety” came into force since May 1, 2014.

The subjects of the technical regulations are the killing products and meet products as well as the process of production, storage, transportation, distribution and utilization of killing products and meet products.

Slaughter is to be done in production facilities which are subject to obligatory state certification. Unidentified cattle, without pre-slaughter veterinary control, are not allowed to be killed.

After slaughter carcasses and other killing products are subject to inspection for disease and sanitation as well as marking. Killing products are to have a veterinary certificate.
