Today, the Tatarstan regional branch of the United Russia party held its "There Are Results!" reporting and program forum at the National Library of the Republic of Tatarstan.
During the forum, Deputy Prime Minister of the Republic of Tatarstan and Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov participated in the "Rural Development" discussion panel. Speakers included Marat Akhmetov, Deputy Chairman of the State Council of the Republic of Tatarstan; Ekzam Gubaydullin, Chairman of the Association "Council of Municipalities of the Republic of Tatarstan"; Nazip Khazipov, Deputy Chairman of the State Council Committee on Ecology, Nature Management, Agro-Industrial and Food Policy; representatives of the republic's agro-industrial complex; and secretaries of local United Russia branches.
Airat Ziganshin, head of the Apastovsky Municipal District of the Republic of Tatarstan, moderated the event. He emphasized that the most important thing in rural communities is their residents: without their work and initiative, there is no development or prosperity. "The creation of new jobs and the value of qualified personnel become the foundation for a sustainable future for the village," he added.
According to him, rural development in Tatarstan is a comprehensive process that combines agricultural modernization, infrastructure improvements, and social development. "With the support of the state, businesses, and local communities, the republic is capable of transforming rural areas into dynamic centers of economic growth and cultural heritage, strengthening the well-being of all residents," said Airat Ziganshin.
"To attract business to rural areas, we need more attractive rural industrial parks and business sites with improved infrastructure. We also need to strengthen existing ones and seek new ways to stimulate business activity among the rural population, maximizing the use of modern technologies, significantly facilitating labor. Even small family farms should be high-tech," said Marat Akhmetov.
According to Marat Akhmetov, the principle of defining core settlements needs to be revised. "Under the federal project, 33 core settlements have been identified in the republic. The development of district centers and small towns does not solve the problem of preserving villages. It is necessary to form rural agglomerations, including district centers and five to six of the largest rural settlements, which will help avoid excessive population concentration in district centers," Marat Akhmetov proposed.
Marat Zyabbarov expressed gratitude to the United Russia party for its attention and support for rural development. He noted that today's forum is discussing not only key rural development issues but also important topics from other areas.
Including the food and processing industries, the total output of the agro-industrial complex has reached 772 billion rubles. Over the past five years, 193 billion rubles have been invested in the modernization of agriculture and the food industry.
According to the minister, the goals for the current year are ambitious: a 1.5% increase in agriculture, compared to last year's already high base; At least 2.6% of food production output is allocated for these goals. 16.6 billion rubles in state support have been allocated, including 4.3 billion rubles from the federal budget.
Marat Zyabbarov emphasized that the federal project "Personnel in the Agro-Industrial Complex" of the national project "Technological Support for Food Security" will be implemented starting in 2025. Last year, 20 agricultural technology classes were opened, and 35 more are planned for this year.
The minister also called on municipal district heads to wisely utilize the tools of the state program "Integrated Development of Rural Areas." To achieve this, they must develop long-term development plans for their territories and more actively participate in the application campaign, which has already begun.
"I hope for the support of the United Russia party in this matter. We propose that we take this initiative, along with other state programs, to consider the synchronization of programs for the construction and repair of roads, engineering, and social infrastructure in rural areas, which we are funding from the republican budget," he concluded.
During the discussion, participants also noted the need to ensure predictability of agricultural procurement prices and the timely and full implementation of approved government support measures.
The discussion also touched on simplifying the rural mortgage process and the possibility of acquiring habitable, vacant rural homes. The participants believed that implementing these measures would help retain the population, ensure the development of various forms of farming, and preserve rural communities.
