Today, the Cabinet of Ministers of the Republic of Tatarstan held a briefing on the results of the 2025 harvest campaign. Deputy Prime Minister of the Republic of Tatarstan – Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov and Director of the Tatarstan regional branch of JSC Rosselkhozbank Lyalya Kudermetova participated in the briefing.
Welcoming the briefing participants, Marat Zyabbarov expressed gratitude to the journalists covering agriculture. In his report, he reported that the republic has completed the harvest of its main grain crops. According to current data, 4,692,000 tons of grain have arrived in the republic's grain storage facilities. The average yield is 37.9 centners per hectare. 1,751,000 tons of grain have been stored at the republic's elevators.
The Buinsky, Tetyushsky, and Arsky districts contributed the most to the republic's harvest, harvesting over 200,000 tons. The leaders in grain yield are the Tetyushsky district, with a yield of 52.8 centners per hectare; the Kukmorsky district, with 49.4 centners per hectare; the Atninsky district, with 49.1 centners per hectare; and the Baltasinsky and Aksubayevsky districts, with over 47 centners per hectare.
Marat Zyabbarov then reported on grain purchase prices. The average purchase price for third-class wheat is 14,300 rubles per ton, fourth-class wheat is 13,200 rubles, fifth-class wheat is 11,550 rubles, rye is 9,900 rubles, barley is 12,100 rubles, and corn is 14,500 rubles.
According to him, to support producers, the Russian government provides a subsidy to reimburse grain producers for the costs of sold grain. This year, producers have received 392.6 million rubles in state support, subsidizing 317,400 tons of sold grain.
He noted that the renewal of the machinery and tractor fleet continues. To date, farms have purchased more than 1,700 units of agricultural machinery and equipment worth over 7.6 billion rubles. "The budget of the Republic of Tatarstan is stimulating the renewal of its equipment fleet, using a 30% subsidy for purchased domestically produced and Customs Union equipment, excluding VAT. This year, approximately 1 billion rubles have been allocated for technical and technological modernization," he said.
Marat Zyabbarov emphasized that investment projects in the agricultural sector are being implemented in the Republic of Tatarstan. These include the construction of a grain and oilseed storage facility with a one-time storage capacity of up to 122,000 tons, with a railway spur, in the Bugulma District; the construction of potato storage facilities in the village of Narmonka in the Laishevsky District with a capacity of 44,000 tons; and a potato processing plant in the Chistopol District.
He reiterated: "In terms of state support, despite budgetary constraints, we have been able to maintain all support measures from both the republican and federal budgets."
The Minister noted that, currently, with the key rate at 17% per annum, loans are issued at a preferential rate of 10.5%, while for small businesses and priority seasonal fieldwork, they are issued at 7.1% per annum. The preferential rate is floating, dependent on the Bank of Russia's key rate and changes in accordance with its level.
He also spoke about support for small businesses in the Republic of Tatarstan. This year, 1.5 billion rubles have been allocated for state support for the development of small businesses, of which 1,167 million rubles, or 77%, have been allocated to date.
Lyalya Kudermetova, Director of the Tatarstan regional branch of JSC Rosselkhozbank, spoke about support tools and the development of the agro-industrial complex. "This year, the bank allocated 9.8 billion rubles for seasonal fieldwork, 8.4 billion of which was allocated on preferential terms. "A total of 14.4 billion rubles have been allocated for the development of the republic's agricultural sector, of which 13.0 billion rubles were issued under the preferential lending program," she said.
Lyalya Kudermetova emphasized that Rosselkhozbank helps farmers meet all their needs not only through loans but also through the "Svoye" ecosystem. This unique ecosystem brings together all goods, services, and support for the agricultural sector, enabling automation of agricultural processes, saving time and resources, and taking agribusiness to a new level.
She noted that Rosselkhozbank resumed accepting applications for rural mortgages on September 29. This program primarily serves as a support tool for workers in the agricultural sector. The basic terms remain the same: at a rate of 3% per annum, you can receive a mortgage of up to 6 million rubles for up to 25 years.
Loan proceeds can be used for: the purchase or construction of an existing residential building; the purchase of a plot of land for individual housing construction; or the purchase of an apartment in a new multi-apartment building no more than 5 stories high. A mandatory condition is that the property must be located in a rural area, agglomeration, or rural border area in a core community. However, multi-apartment building construction is not currently underway in the core communities of the Republic of Tatarstan, and preferential lending programs may encourage developers to begin constructing multi-apartment buildings as part of the integrated rural development program.
