Today, the Chairman of the State Council Farid Mukhametshin visited the Mendeleevsky district on a working trip, where he held a zonal seminar-conference on increasing the business activity of the villagers. The seminar participants were the heads of districts and rural settlements, heads of personal subsidiary farms and family farms, representatives of agricultural cooperatives, relevant ministries and departments, the banking sector from 14 districts of the eastern and northeastern zones of the republic. Marat Zyabbarov, Deputy Prime Minister - Minister of Agriculture and Food of the Republic of Tatarstan, Ekzam Gubaidullin, Chairman of the Council of the Association of Local Self-Government Bodies of the Republic of Tatarstan, deputies of the State Council also took part in the zonal seminar.
The zonal meeting in the Mendeleevsky district opens a series of similar seminars, which will also be held in Zainsky, Verkhneuslonsky and Rybno-Slobodsky districts in May this year. Recall that zonal seminars-meetings to increase the business activity of villagers in the republic have become traditional and this year they are held for the 15th time. Deputies of the State Council, together with the Ministry of Agriculture and Food of the Republic, meet with farmers and discuss emerging problems, then solving them through state support programs.
Before the meeting, Farid Mukhametshin, accompanied by the head of the Mendeleevsky district Radmir Belyaev and the head of the relevant ministry Marat Zyabbarov, visited the exhibition of agricultural products of local producers, talked with farmers and specialists of processing enterprises, rural entrepreneurs. The Head of Parliament also inquired about the course of spring field work, the conditions for the development of entrepreneurship in the countryside and the effectiveness of state support measures for private farmsteads.
Opening the seminar-conference in the Palace of Culture named after Gassar, the Chairman of the State Council noted that a lot is being done in the republic to support the rural resident. “Our common task today is to support the activity of rural people, to help increase the profitability of their business,” the head of parliament emphasized, “in modern conditions, agriculture is becoming one of the key sectors of the economy, and food security is a guarantee of the country's sovereignty.”
Farid Mukhametshin also noted that thanks to the systemic support of the agro-complex of the republic, the hard work of the villagers, a decent harvest was harvested last year - more than 5 million tons of grain, the gross milk yield for the first time exceeded 2 million tons, the volume of agricultural products reached 334 billion rubles. The head of the parliament, on behalf of the leadership of the republic, expressed gratitude to the workers of the agro-industrial complex for their significant contribution to the creative development of Tatarstan.
According to the head of the republican parliament, there are currently more than 470,000 personal subsidiary farms, about 4,000 farmers, a large number of processing private enterprises in the republic, which together produce about 40% of all agricultural products of the republic.
“All this became possible thanks to the implementation of state programs, the possibility of participation of people in which largely depends on you,” Farid Mukhametin addressed the heads of districts and rural settlements, heads of agricultural departments, “who better than you to know your enterprising countrymen, inform them about subsidies, grants to support small and medium-sized businesses in the countryside. It is necessary to work more specifically and actively in this direction, to take it under daily control, because the budget funds allocated to household plots, family farms and peasant farms, unlike bank loans, are not repayable. These funds will work both for the farmer himself, and for the village and the region as a whole.”
Farid Mukhametshin urged enterprising villagers to make more active use of the opportunities provided. “In Tatarstan, a whole system of state support has been developed, - the head of parliament noted, - it is necessary to learn how to make the most of the support measures prescribed in state federal and republican programs.”
The meeting also discussed such problems of the villagers as grain overstocking and falling prices for raw milk. “Tatarstan’s leadership is aware of this, work is being done both with the federal center (on export duties on grain) and through the republic (projects for the construction and modernization of elevators, loading stations, organization of logistics,” Farid Mukhametshin said, “it is necessary to increase processing, leave added value in the country. Farmers should enter into cooperation, especially since agricultural cooperatives now also enjoy all forms of support.”
The head of the Mendeleevsky district, Radmir Belyaev, thanked the leadership of the republic for their constant attention to the issues of socio-economic development of the territories. According to him, there are 56 farms, 20 mini-farms in the region, in which there are more than 7 thousand heads of cattle. Currently, regional farmers cultivate 36,000 hectares of arable land. The volume of gross production of the agricultural sector of the region's economy last year reached 1.3 billion rubles.
Deputy Prime Minister - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov reported on the state and prospects of rural entrepreneurship, the development of small and medium-sized agribusiness at the regional meeting. The head of the relevant ministry designated private farms as "the most important sector of the rural economy." So, in 2022, the gross agricultural products produced in private household plots amounted to 107.3 billion rubles, with an increase of 3.9% by 2021, while the volumes in the country as a whole fell by 1.8%. In general, in terms of gross production in household plots, the republic ranks second in Russia. At the end of the year, the number of livestock in household plots increased by 511 cows.
“Due to state support, the sector of agricultural cooperation shows the most intensive development,” the minister noted. “The number of farmers involved in the cooperation has exceeded 12,000 people, the cash proceeds have grown by one and a half times and amounted to 12.5 billion rubles.”
Speaking about government measures of financial support for rural entrepreneurs, Marat Zyabbarov noted that the population is most in demand for the mini-farm construction program, since 2015 2,591 household plots have received subsidies for 624.2 million rubles, including in 2023 for the first stage of selection - 73 household plots for 35.7 million rubles. Currently, there are 17 dairy cooperatives in the republic, which buy 736 tons of milk for processing every day, including 145 tons from the population.
One of the problematic issues in the development of rural entrepreneurship Marat Zyabbarov called the decrease in the number of cows in household plots in the first quarter of this year. “The decrease is connected both with a real reduction in the number of livestock and with insufficient activity of individual rural settlements that did not ensure the filling of electronic household books on the presence of livestock,” the minister said. “There is no justification for reducing the number of livestock, we are all working to ensure the food security of the republic and employment of the rural population.”
In the first half of the day, meetings of round tables were held, the issues raised at them were also discussed within the framework of the general zonal meeting.
The meeting ended with the ceremony of awarding the winners of the republican contests "The best head of a peasant farm", "The best head of private household plots" and "The best head of a rural settlement for the development of entrepreneurship".
