The Ministry of Agriculture of Russia considers it necessary to increase the volume of agricultural insurance in Russia and expects that changes in legislation adopted in 2021 will help to solve this problem. This was announced yesterday, December 14, by the Minister of Agriculture of the Russian Federation Dmitry Patrushev in his speech at the State Duma of the Russian Federation.
“According to regional estimates, in 2021 the damage from natural emergencies amounted to about 8 billion rubles. In our opinion, it is agricultural insurance that can act as a guaranteed protection of the property interests of farmers. Indicators of insured areas and livestock are systematically growing from year to year. But, of course, such volumes are not enough. Let me remind you that in order to develop this mechanism, we have made changes to the law providing for an increased amount of compensation for farmers. We thank the deputies for their support. We hope for a joint work on the development of agricultural insurance in the regions, ”the minister emphasized.
According to the head of the Ministry of Agriculture, 2021 was an extremely difficult year for farmers. Since the last winter sowing and throughout the entire season, the weather has constantly made adjustments to the agricultural production process. Natural emergencies were declared in 16 regions. A tense epizootic situation is observed in animal husbandry, which has led to a slowdown in the growth rates of volumes in the industry. Agriculture is also being affected by the pandemic. In spite of the influence of these factors, the obtained harvest for the main items exceeds the indicators planned in the state program.
In 2022, a new line of insurance should be available to farmers in the agricultural insurance system with state support - in case of crop loss from natural conditions that caused the declaration of an emergency. At the same time, the state compensates agricultural producers up to 80% of insurance costs.
