Farmers of Tatarstan will receive 350 million rubles for the maintenance of dairy herd

It was announced by Deputy Minister of Agriculture and Food of the Republic of Tatarstan Rishat Khabipov during a zonal seminar – meeting in Nurlat district.  The seminar was conducted by the Chairman of the State Council Farid Mukhametshin.

Today's meeting with farmers is the final one in a series of zonal meetings in May this year, the first three were held in the Kamsko-Ustinsky, Sabinsky and Bugulminsky districts.

There are more than 4 thousand farms and 468 thousand private subsidiary farms in the republic. Last year, 477 million rubles were allocated from the republican budget to support private farms. About 300 agricultural cooperatives have been created. Every year, private farmsteads and farmers produce more than half of the total agricultural output.

"Together, we are developing proposals to improve the national legislation, additional measures to support small agribusiness, stimulate social and business activity of the villagers," said Farid Mukhametshin, opening the meeting.

The head of the parliament noted that a lot of work is being done in the republic to develop the agro-industrial complex. Last year, products worth 263.4 billion rubles were produced. "There are serious measures of support from the state, therefore, there is a result," said Farid Mukhametshin, -"in terms of agricultural production, the republic confidently occupies the 4th place among the regions of the country and the first in the Volga Federal District. We fully provide ourselves with the main types of agricultural products."

As for state support for farming, the mechanisms, according to the Chairman of the State Council, are only expanding. So, in April of this year, the deputies legislatively lowered taxes for residents of rural industrial parks (on profit, property and transport); solved a number of issues on the patent system of taxation (including those related to rural shops).

Farid Mukhametshin again appealed to the heads of private farmsteads with a proposal to actively use all measures of state support, to take an active part in grant programs. He also instructed the Ministry of Economy of the republic to launch work to widely inform the villagers about the existing measures to support small and medium-sized farms.

Farid Mukhametshin focused on the issues of crop insurance. The size of the insured areas of winter crops for the harvest-2021 is 88 thousand hectares, or only 16% of winter crops. The head of the Parliament called on the heads of rural settlements to use this mechanism more actively.

Almaz Akhmetshin told about the development of private farms in the Nurlat district. There are 72 farms in the district. Last year, 12 new farms and 92 private farmsteads were created there. Local farmers are actively working on grant programs. 

Deputy Minister of Agriculture and Food of the Republic of Tatarstan Rishat Khabipov drew attention to the decline in the number of livestock in some districts. "In 26 districts, we have an increase in the number of cows," said Rishat Khabipov. " These losses are unacceptable, especially bad results are in Spassky, Chistopol, and Novosheshminsky districts."

In previous years, during the zonal meetings, the heads of settlements raised the issue of unification of the collected documents for subsidies. A large number of references and documents were required. "Now I can say that the information system "My Subsidies" has started working," the Deputy Minister of Agriculture and Food stressed, " now every head of a farm can submit documents in electronic form through his personal account. The system will generate the required certificates through the system of interdepartmental electronic interaction within 5-7 days."

The system is still running in test mode. It is planned to transfer the issuance of all subsidies for small and medium-sized enterprises to electronic form this year. Next year, all state support for the agro-industrial complex will be carried out through this system, making the process as convenient and transparent as possible.

As for the allocation of subsidies to farmers, Rishat Khabipov said that the President of the Republic of Tatarstan Rustam Minnikhanov decided to allocate funds for the maintenance of the dairy herd this year. The total amount will make 350 million rubles.

The program of construction of mini-farms remains the most popular among the population. Since 2015, the participants of the program have increased the number of cows by 7 thousands. The most active participants in this program are the farmers of Cheremshansky and Nizhnekamsk districts (17 mini-farms were built in each) and Alkeevsky district (14 mini-farms).

The Deputy Minister paid special attention to the development of rural cooperation. In the republic, there are programs to support cooperatives, grant programs and subsidies. 23 agricultural cooperatives were able to provide real assistance to their members for 29.2 million rubles due to these subsidies. Rishat Khabipov noted the Vostok cooperative of the Nurlat district as one of the leading ones, which in two years of operation increased the number of members from 21 to 114 and increased its cash revenue from 28 to 64 million rubles.

Before the plenary session, the participants of the zonal meeting visited the greenhouse farm "Tsvetunia", the agro-industrial site "Nurlatsky Krai", advanced agricultural enterprises of Nurlatsky district. In addition, meetings to discuss issues of state support for rural entrepreneurship and the development of agricultural cooperation were held.

All issues raised during the zonal meetings are recorded and taken into process. Some of them will require consideration of the republic's leadership, as they are associated with the allocation of additional funds. "The most urgent problems will be considered by the state authorities", Farid Mukhametshin stressed, " of course, all issues will be reported to the President of the Republic Rustam Minnikhanov."
