Despite the difficulties in 2020 at enterprises, social guarantees for workers in the agro-industrial complex are kept at the same level

At an expanded meeting of the Presidium of the Tatarstan Republican Organization of the Trade Union of Workers of the Agroindustrial Complex of the Russian Federation, chaired by Farida Garifullina, the results of the activities of the republican organization of the Trade Union for 2020 were summed up. The meeting was attended by the deputy of the State Council, chairman of the Federation of Trade Unions of the Republic of Tatarstan Elena Kuzmicheva, chairmen of regional, primary trade union organizations, members of the control and audit commission of the republican organization of the Trade Union.

In her speech addressed to the trade union of agrarians, Elena Kuzmicheva noted the importance of the industry in the economy of Tatarstan, the indisputable value of the labor of farmers, as well as the role of the village in preserving the national culture, customs and native language. The Chairman of the Federation of Trade Unions of the Republic of Tatarstan highly appreciated the work of the branch trade union in protecting the labor rights and interests of rural workers.

In the course of the meeting, in the reports of specialists of the regional committee, a deep analysis of the statistical reporting on membership in the trade union, the execution of the trade union budget for 2020, the results of the collective agreement campaign were given.

The basis for concluding collective agreements at enterprises of the agro-industrial complex is the Sectoral Agreement on the agro-industrial complex of the Republic of Tatarstan for 2019-2021, as well as the joint Resolution of the Board of the Ministry of Agriculture of the Republic of Tatarstan and the Presidium of the republican organization of the trade union "On the conclusion of collective agreements for 2020."

In 2020, trade union provided legal assistance in the development of 85 collective agreements and local regulations. Examination of 45 collective agreements was carried out.

It was noted that, despite financial difficulties at enterprises, social guarantees did not decrease during 2020.

Trade union committees, when concluding collective agreements, sought significant benefits and guarantees for employees, including: the provision of additional paid vacations, financing of the health improvement of workers and their families, additional payments for mentoring, additional cash payments at the birth of a child, the stay of children in health camps, lump sum payments for retirement in the army.

Examples of positive work are such enterprises as TK Maisky LLC, Chelny Broiler LLC, Zelenodolsk Dairy Processing Plant JSC, Essen Production AG JSC, GPP Elita JSC, FGBNU FCTRB-VNIVI, Buinsky LLC sugar ”, JSC“ Zainskiy sugar ”, agricultural enterprises of Baltasinsky and Tetyushsky districts.

At the meeting, a detailed discussion of the issues of wages of industry workers took place. Despite the positive dynamics, at the agricultural enterprises there is still a large gap in the level of wages downward the average republican value, which is just over 65%.

The analysis shows that with an increase in the average wage in the industry, the minimum wage grows thanks to the Republican Agreement on the minimum wage in the Republic of Tatarstan (from January 1, 2020, the minimum wage in the extra-budgetary sector of the economy of the Republic of Tatarstan is 15,400 rubles). However, this measure does not yet allow reaching the indicator of 70% of the tariff part, which is laid down in the Industry Agreement on the agro-industrial complex of the Republic of Tatarstan.

The meeting participants discussed issues of improving working conditions and labor protection at the enterprises. The Reskom of the trade union systematically conducts a study of the organization of labor protection and safety measures.

In 2020, the most violations were revealed in the issues of timeliness of training and instruction on labor protection, special assessment of working conditions and the inconsistency of its results with real working conditions, labor regulation of women working in rural areas, guarantees and compensation for work in harmful and dangerous working conditions, as well as the work of persons under the age of 18.

Farida Garifullina focused the attention of the meeting participants on the need to further improve social partnership, increase demands on employers to improve working conditions, preserve the health and life of workers, and increase wages at agricultural enterprises.
