Rural mortgage: Innovations for Tatarstan residents

Tatarstan is among the leading regions in terms of the volume of rural mortgage lending among Russian regions, along with Bashkortostan, Leningrad and Novosibirsk regions. 1245 families have already used the program in the republic.

The main operator of the program is the Russian Agricultural Bank. The credit institution issued 2.7 billion rubles to Tatarstan citizens for the purchase of primary and secondary housing in rural areas.

According to the Ministry of Agriculture and Food of the Republic of Tatarstan, the leader in the implementation of this program in Tatarstan is Laishevsky district, with 245 transactions on rural mortgages registered and Pestrechinsky - 200. In Vysokogorsky district — 153.

On October 27, 2020, the Government of the Russian Federation adopted Resolution No. 1748, according to which the state program "Rural Mortgage" was expanded and amendments were approved to the Rules for the provision of subsidies to Russian credit institutions and JSC "DOM. RF" to reimburse lost income on mortgage loans for construction (acquisition) housing in rural areas. Thanks to the decree, it will be possible to use maternity capital for a down payment. Previously, there was no such indication in the rules and banks could refuse the borrower.

According to the decree of the Government of the Russian Federation, from 2021, a mortgage loan can be provided for the purchase of residential premises located in apartment buildings of no more than five floors. Previously, there were no such restrictions in the rules. In addition, from next year, when using a mortgage loan for housing construction, the land plot may not only belong to the borrower on the basis of ownership, as previously required, but also be leased.

According to the new rules, from 2021 there will be a requirement for a loan agreement on the obligatory registration of the borrower in the acquired or built residential premises within six months from the date of registration of the ownership right. In case of violation of this condition, as well as the requirement to complete the construction of a residential building within two years from the date of receipt of the loan, the bank will be able to revise the mortgage rate.

Recall that rural mortgages are issued at 3% per annum (2.7% - for mortgage insurance) for a period of up to 25 years, the maximum loan amount is 3 million rubles. You can buy or build a house, apartment, land plot in the countryside.

Any citizen of the country aged 21 to 75 can apply for a preferential rural mortgage at 3% per annum. The amount of the loan issued for a period of up to 25 years is in the range from 100 thousand to 3 million, while the initial payment starts from 10%. An important condition of the program: the purchased house, apartment or land plot must be located in rural areas.

The list of rural areas is approved by the Order of the Ministry of Agriculture and Food of the Republic of Tatarstan No. 48/2-pr dated 05.03.2020. According to the normative document, villages, townships and rural agglomerations are classified as rural areas, i.e. urban-type settlements with a population of up to 30 thousand people. For example, this includes Agryz, Aksubaevo, Apastovo, Arsk, Buinsk, Laishevo, Menzelinsk, etc.
