President of Tatarstan took part in a meeting of the Ministry of Agriculture of Russia
Dmitry Patrushev chaired a regular meeting of the operational headquarters to monitor the situation with socially significant agricultural products and food. The event was attended by deputy ministers, heads of the constituent entities of the Russian Federation and representatives of regional governing bodies of the agro-industrial complex.
Opening the meeting, Dmitry Patrushev thanked the heads of the subjects for understanding the significance of the state program "Integrated development of rural areas". According to the head of the Ministry of Agriculture, in 2020, 35.9 billion rubles have been provided from the federal budget for the implementation of the state program. Most of these funds - 22.5 billion rubles - were transfered to the regions. Dmitry Patrushev noted that despite the pandemic, most of the subjects cope with the volumes and obligations, completing construction and repair work on time.
During the meeting, the heads of the Republics of Bashkortostan, Tatarstan, Ingushetia, Dagestan, Tyva, North Ossetia-Alania, Kabardino-Balkar and Chechen Republics, Stavropol Territory, Arkhangelsk, Voronezh and Novosibirsk regions were heard. The President of Tatarstan Rustam Minnikhanov spoke about the implementation of the state program in the republic.
Rustam Minnikhanov said that the limit of funds for the republic under the program for the current year is 2 billion 168 million rubles. In general, the work is complete for 78%. The President of the Republic of Tatarstan stressed that by the end of the year the republic will ensure 100% fulfillment of the planned work and full use of funds.
Further Rustam Minnikhanov elaborated on each event. So, as part of the development of engineering infrastructure and projects for the integrated arrangement of sites for housing development, it is planned to introduce 7 km of gas distribution networks, 25.5 km of a water supply system, 10 projects are being implemented for the integrated arrangement of sites for housing construction. The work is performed for 95%. Full completion and the disbursement of funds will occur in November.
The construction of 8.2 thousand square meters of housing to improve the living conditions of 126 families has been practically completed. The funds have been used in full. In October, additional agreements were concluded with the Ministry of Agriculture of the Russian Federation on the construction of housing for rent.
The Rural Mortgage Program is an effective tool to support villagers. In the republic, more than 1,000 loans have been issued for 2.3 billion rubles, while there is 3 thousand approved applications for the amount of 7.1 billion rubles. “Earlier, at the meeting of the State Council of the Russian Federation, I turned to the President of Russia and expressed the opinion of regions about the need to increase financing for rural mortgages, including through the redistribution of unused funds for other projects. Dear Dmitry Nikolaevich, we ask you to support our proposal”, Rustam Minnikhanov addressed the minister.
For improvement of rural areas in Tatarstan it is planned to build 501 objects. Rustam Minnikhanov said that the work is complete for 80%.
Within the program "Modern appearance of rural areas", it is planned to build block treatment facilities and a water disposal system in the village of Oktyabrsky, Zelenodolsk district. Commissioning of facilities and full disbursement of funds is scheduled for December.
Within the project for the development of transport infrastructure in rural areas, construction and reconstruction of 15 km of roads (6 objects) is underway. The work is 91% completed. The work will be completed by December 1.
“Thus, at present, the implementation of measures of the state program “Comprehensive Development of Rural Areas ” is being carried out as planned. Until December 20, the funds will be used and the target indicators will be met”, added Rustam Minnikhanov.
Dmitry Patrushev urged to keep under constant control the implementation of the state program "Comprehensive Development of Rural Areas" and called it a common responsibility. In addition, the head of the Ministry of Agriculture instructed his deputy Oksana Lut, who oversees the state program, to report on the current status of its implementation on a weekly basis, as well as, together with First Deputy Minister Dzhambulat Khatuov, to discuss the implementation issues with the heads of regions.
