The Ministry of Agriculture and Food of the Republic of Tatarstan discussed the issues of labor protection in the agro-industrial complex and reminded that the movement of agricultural machinery on the roads at night is prohibited
Today, Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of Tatarstan Marat Zyabbarov discussed with the districts issues of compliance with labor protection conditions and traffic rules when transporting large-sized agricultural machinery.
“According to the data of the State Labor Inspectorate in agriculture, there is a decrease in industrial injuries compared to the previous year, but this does not give a reason to calm down. The health of every employee is invaluable and it is not always restored, ”Marat Zyabbarov emphasized the importance of the issue.
Reporting on the state of labor protection, labor discipline and road safety in the agro-industrial complex of the Republic of Tatarstan, Deputy Minister of Agriculture and Food of the Republic of Tatarstan Talgat Tagirzyanov noted that by its specificity and versatility, agriculture is one of the branches of the national economy, where workers are largely exposed to various risks. Working with machinery and equipment, animals, dustiness, pesticides and fertilizers, unfavorable microclimate, irregular working hours and other factors require special attention to labor protection.
Compliance with labor protection standards requires considerable material costs. Funding for measures to improve labor protection conditions is the employer's responsibility in accordance with Article 226 of the Labor Code of the Russian Federation. Employers should allocate at least 0.2% of the cost of products, works, services.
Talgat Tagirzyanov also drew attention to the fact that any movement of large-sized agricultural machinery should be carried out during daylight hours, subject to the following conditions:
- if the width of the vehicle is from 3.5 to 4 meters, it is necessary to provide for accompaniment a car equipped with a yellow beacon, which must move in front of the accompanied vehicle;
- with a vehicle width of 4 to 5 meters, provide an escort by two cars with yellow beacons in order to ensure that drivers of vehicles moving in the opposite direction and in the same direction are warned about the movement of a large vehicle (if necessary, perform adjustment actions);
- if the vehicle is more than 5 meters wide, the movement can be carried out only subject to obtaining a special permit for the transportation of bulky cargo, as well as being accompanied by traffic police cars and cover with yellow beacons.
It is forbidden to drive more than 3 pieces of equipment in one lane, as well as to drive on federal highways.
Night travel is strictly prohibited!
Recall that the transportation of agricultural products and the movement of agricultural machinery is carried out in accordance with the requirements of the Rules for the carriage of goods by road, established by the Decree of the Government of the Russian Federation dated April 15, 2011 No. 272.
Also, the Code of Administrative Offenses regulates liability for violation of the order of transportation of heavy cargo and oversized equipment, both for shippers and for a freight carrier. The size of the fines can reach up to 500 thousand rubles for legal entities. The driver is deprived of his license.
At the end of the event, the minister drew attention to the extreme importance of labor protection issues and urged the managers to conduct targeted work to prevent accidents.
