The Federal Service for Supervision of Consumer Rights Protection and Human Well-Being (Rospotrebnadzor) calls on employers to comply with the Recommendations for the prevention of new coronavirus infection among workers.
It is recommended to provide workers with hand disinfectants (including using installed dispensers), or disinfectant wipes with the control over compliance with this hygiene procedure, personal protective equipment. The organization must have at least a five-day supply of disinfectants, masks and respirators.
In addition, employers are advised to measure the body temperature of employees at the entrance to the organization, as well as during the working day. In case of having an increased temperature and signs of an infectious disease, the employee must be suspended from being at the workplace. The employer must control that the employee calls for the doctor. They also need to verify that workers are self-isolated at home for 14 days after their return from countries where new coronavirus infections were reported.
The management is obliged to restrict access to the company to persons not related to its activities, with the exception of repair and maintenance of process equipment, as well as to ensure contactless reception of courier service correspondence. They should introduce electronic communication and the use of telephone communications to transmit information to personnel.
Employers need to work out the issue of separation of work flows and the separation of the team, i.e. placement of employees on different floors, in separate rooms, organization of work in several shifts. It is also recommended to limit any corporate events in groups, the participation of employees in other public events.
Employees must comply with the rules of personal and public hygiene, the regime of regular hand washing with soap or skin antiseptics during the whole working day, after each visit of toilet. They need to air the working rooms every 2 hours and use bactericidal lamps, air circulators to regularly disinfect the air. When working with visitors, the employee must be provided with masks (based on the duration of the work shift and mask change at least 1 time in 3 hours), disinfectant wipes, skin antiseptics for treating hands, and disinfectants. Reuse of disposable masks, as well as the use of moistened masks are not allowed. Employees responsible for transporting materials, products and documents between workshops, sections, departments should be provided with respiratory protection and gloves.
During a pandemic period, the organization’s technical staff must clean the premises every 2 hours using virucidal disinfectants, paying special attention to the disinfection of door handles, switches, handrails, railings, contact surfaces (tables and chairs of workers, office equipment), common areas (rest, toilet rooms, equipment for playing sports, etc.).
If there is a dining room for catering:
- ensure the use of disposable tableware with its subsequent collection, disinfection and destruction in the prescribed manner;
- when using glassware of repeated use, it is desirable to process it in specialized washing machines using processing modes that ensure the disinfection of dishes and cutlery at a temperature of at least 65 ° C for 90 minutes, or manually at the same temperature with the use of disinfectants in accordance with the requirements of sanitary legislation.
In the absence of a dining room:
- prohibit eating at workplaces, take food only in a specially designated room - the meal room;
- provide a sink for washing hands (hot and cold water supply), ensuring its daily cleaning with disinfectants.
During the lunch break, employees must avoid leaving the enterprise.
The employer is also obliged to temporarily suspend or transfer to a remote form of work persons from risk groups, which include pregnant women and people over 65 years of age, who have chronic diseases, reduced immunity.
It should be noted that the Ministry of Agriculture of the Republic of Tatarstan, in order to ensure the food security of the Russian Federation, uninterrupted supply of food products in sufficient volume, and to maintain the continuity of production of agricultural products, raw materials and foodstuffs, developed explanations on the working procedure, transportation and delivery of goods by agricultural producers.
