In Tatarstan, 36 loans were granted by the program of preferential rural mortgages
36 preferential mortgage loans for 86.5 million rubles were issued in Tatarstan. 713 applications for 1 billion 656 million rubles have already been approved. The first loans began to be issued by the Tatarstan regional branch of Rosselkhozbank JSC.
In 2020, the implementation of one of the key tools of the new state program "Integrated Development of Rural Areas" , the program of preferential rural mortgages, started. Its first participants were residents of the Omsk, Orenburg, Amur and Kaliningrad regions, Altai Territory, the republics of Mari El and Tatarstan.
The mechanism of preferential mortgages is aimed at providing rural people with affordable and comfortable housing. Its implementation is aimed at slowing down migration to big cities, attracting urban residents to the agricultural sector, and also general improving the quality of life in rural areas.
A loan will be issued at 3% per annum (2.7% for mortgage insurance). A mortgage is issued for a period of up to 25 years, the maximum loan amount is 3 million rubles. You can buy or build a house, apartment or land in the countryside.
Any citizen of the Russian Federation aged 21 to 65 years can apply for a mortgage regardless of work or residence in rural areas. The object or land should be located in a rural area.
The list of rural territories is approved by Order of the Ministry of Agriculture of the Republic of Tatarstan No. 48/2-pr dated 05.03.2020. According to the normative document, villages, towns and rural agglomerations are assigned to rural territories, i.e. urban-type villages with a population of up to 30 thousand people. For example, Agryz, Aksubaevo, Apastovo, Arsk, Buinsk, Laishevo, Menzelinsk and others.
Along with preferential mortgage loans, villagers can also get a consumer loan at a rate of up to 5% for the repair of residential buildings and provision of engineering networks for a period of not more than 5 years, in the amount of up to 250 thousand rubles. For example, using these tools, you can install gas or water in your house. In addition, it provides subsidizing the construction of housing provided by the employer under a rental contract for citizens living in rural areas.
