Marat Zyabbarov: We made a rating for working with small forms - Buinsky, Drozhzhanovsky and Kaybitsky districts significantly improved indicators

Zonal seminars on increasing business activity of the rural population started in the republic. The first meeting with farmers took place today in the Drozhzhanovsky district with the participation of the Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of Tatarstan Marat Zyabbarov.

The meeting was chaired by the Deputy Chairman of the State Council of the Republic of Tatarstan Marat Akhmetov. Heads, representatives of the agricultural sector, heads of rural settlements of 9 municipal districts, deputies of the State Council of the Republic of Tatarstan, as well as senior officials of republican ministries and departments took part in the discussion of issues of promoting the development of small enterprises, private household plots and peasant farms.

Zonal seminars and meetings to increase the business activity of the villagers have been held since 2010. This year in the format of "round tables" the issues of implementing the state program "Integrated Development of Rural Areas", improving state support measures for small forms in agriculture, as well as the use of modern tools for entrepreneurship in rural areas are discussed. Zonal seminars will also be held in the Nizhnekamsky, Sabinsky and Bugulminsky districts.

Opening the meeting, Marat Akhmetov noted the importance of holding seminars and meetings at which specific proposals are developed on changing the republican legislation and on developing additional measures to stimulate the entire agricultural sector of the republic. According to him, it is important to pay attention to increasing the social activity of the villagers.

As the Deputy Chairman of the State Council noted, large-scale work is carried out on 13 national projects. Last year, 27.2 billion rubles were allocated for their implementation, including 19.8 billion rubles from the federal budget. In the years 2020-2022, it is planned to allocate another 69 billion rubles (43.7 billion rubles from the federal budget). For the State Council, said Marat Akhmetov, this is the most important object of attention and responsibility of the deputies.

To prevent future bee mass plague, the beekeeping department of the Republic of Tatarstan plans to introduce a GIS system that will inform beekeepers about the processing of fields with pesticides. Marat Akhmetov called on the heads of regions to take a more responsible approach to explanatory work and to meet with the population more often.

The head of the Drozhzhanovsky district Marat Gafarov noted that small forms of management make a significant contribution to the provision of food, contribute to increasing rural employment and stimulate the development of rural areas. A little more than 100 peasant farms operate in the district; the number of personal subsidiary farms is more than 7.8 thousand.

"Speaking about farms, every year their contribution to the development of the agricultural sector becomes more tangible. They cultivate about 25 percent of the total cultivated region area. The farms contain 1019 heads of cattle. Farmers produce 2.5 thousand tons of milk, which is 9.8 percent of the specific gravity, "he said.

Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of Tatarstan Marat Zyabbarov in his speech drew attention to the fact that in 2020 it is necessary to ensure an increase in gross output in agriculture by 5 percent, the share of small businesses in this is 50 percent. To achieve the objective, the state program retained all support measures. Regarding support of private household plots, wishes for simplification of documents were taken into account. Last year, support for the preservation of dairy herds with veterinary services was combined; since this year, changes have been made to provide support for the maintenance of mares instead of payments for the purchase of feed.

The program of construction of mini-farms is most demanded by the population; since 2015, program participants have increased the number of cows by 5 thousand. So, Amirkhanov Rinat from the village of Bolshaya Tsilna, Drozhzhanovsky district, having 10 cows, built a mini-farm in 2019, received a subsidy of 400 thousand rubles. And now it contains already 20 cows

and 13 goals of young cattle, the cash income of the farm almost doubled over the year, exceeding 1.3 million rubles.

The Minister drew attention to the fact that among the districts a rating was compiled for working with small forms of management. So, in this area, the Buinsky, Drozhzhanovsky and Kaybitsky districts significantly improved the indicators. The work on the creation of consumer cooperatives is ongoing.

The Head of the Ministry of Agriculture and Food of the Republic of Tatarstan said that a new state program “Integrated Development of Rural Areas for the Period 2020-2025” has been approved and now there are new directions for improving housing conditions in the village:

- preferential mortgage loan at a rate of up to 3% for a period not exceeding 25 years in the amount of up to 3 million rubles;

- consumer credit at a rate of up to 5% for the repair of residential buildings and providing engineering networks for a period of not more than 5 years, in the amount of up to 250 thousand rubles;

- the construction of housing provided under a rental contract for citizens living in rural areas.

Another new direction is the Departmental target program “The Modern Look of Rural Areas”, which provides for the construction, reconstruction, overhaul of social and cultural facilities, as well as the construction of drainage systems and treatment facilities, gas distribution networks, street lighting networks, data transmission lines for Internet connection.

During the meeting, moderators of round tables, heads of farms, and cooperatives also spoke. All proposals made will be analyzed and reported to the responsible structures for a detailed consideration of urgent issues.

In conclusion, the jubilee medals were awarded on the occasion of the 75th anniversary of the Victory in the Great Patriotic War to the home front workers, and the winners awarding of the annual republican contest among rural settlements of the republic in the nominations “Best rural settlement”, “Best personal subsidiary farming” and “Best family farm” took place.
