Plenary Session of the XXXI Congress of APFACR was held in Moscow

On February 19, the Plenary meeting of the XXXI Congress of the Association of Peasant Farms and Agricultural Cooperatives of Russia (APFACR) in Moscow was held. The event was attended by over 700 delegates and participants from 70 regions of the country, including Tatarstan, and the Deputy Minister of Agriculture and Food of the Republic of Tatarstan, Rishat Khabipov, was awarded the “Honorary Farmer” badge.

Opening the meeting, the Minister of Agriculture of Russia Dmitry Patrushev spoke about the increasing role of farming in the Russian agro-industrial complex, great attention to its development.

The Ministry of Agriculture and Food of the Republic of Tatarstan reminds that in recent years the status of small forms of farming has seriously increased, and the volumes of private and peasant farms in the value of gross output have increased. The Republic of Tatarstan operates successfully: there are more than 450 thousand private farms, 4 600 farms, more than 1 200 family farms.

Dmitry Patrushev noted that due to the implementation of the federal project “Creating a Support System for Farmers and Developing Rural Cooperation” in 2019, the total amount of targeted state support for farmers and cooperatives was increased almost 1.5 times to 19 billion rubles. And within the framework of the “single” subsidy and the mechanism of soft loans to farmers and cooperatives, an additional 10.8 billion rubles were received.

Earlier, the head of the Ministry of Agriculture and Food of the Republic of Tatarstan, Marat Zyabbarov, noted that in 2019, 17.4 billion rubles were allocated to support agriculture. Thanks to the state program for the development of family farms, grants of the Ministry of Agriculture and Food of the Republic of Tatarstan were implemented.

Since 2020, the Ministry of Agriculture of Russia has substantially softened the conditions for obtaining grant support for farmers, expanded the list of areas for spending funds, increased the maximum grant size, and family farms were able to carry out projects in crop production.

At the end of the XXXI Congress of APFACR, the head of the Ministry of Agriculture of the Russian Federation concluded that a new state program “Integrated Development of Rural Areas” has been created. It is designed to equalize rural and urban populations lives, create comfortable living conditions, and reduce the outflow of residents from rural areas.
