12 February 2020, Wednesday

The meeting of the final board of the Ministry of Agriculture and Food of the Republic of Tatarstan was attended today by the President of the Republic of Tatarstan Rustam Minnikhanov. The event was held on the site of the Kazan Expo international exhibition center and was dedicated to the results of the work of the Tatarstan agro-industrial complex for 2019 and the tasks for 2020.

Prior to the meeting, Rustam Minnikhanov, accompanied by the Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan, Marat Zyabbarov and other officials, examined a specialized exposition dedicated to the development of the agro-industrial complex (TatAgro Expo exhibition). The guests were presented with samples of modern agricultural equipment, told about the activities of advanced agricultural enterprises.

The participants of the final meeting of the Ministry of Agriculture and Food of the Republic of Tatarstan honored with a minute of silence the memory of the deputy of the State Duma of the Russian Federation Airat Khayrullin and the deputy of the State Council of the Republic of Tatarstan Gabdulkhai Karimov, who made a serious contribution to the development of agriculture in the region.

The Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov made a report on the results of the year and tasks for 2020.

Tatarstan President Rustam Minnikhanov emphasized that the main task for today is the organization of a successful sowing campaign. According to him, the basic preparatory work should be carried out now. It is necessary to complete the preparation of the machine and tractor fleet and seed material as soon as possible.

An important work is improving land fertility. For high yields, at least 70 kg of active substance per hectare should be applied (now accumulation in the republic is 25 kg per hectare). Enterprises should seek reserves to achieve this indicator, Rustam Minnikhanov said.

The key issue is the financing of spring field work. The limit of subsidies from the federal budget for soft loans for spring field work brought up this year has been completely exhausted.

“I believe that in this situation we need to actively work with banks in terms of lending,” said the President of Tatarstan.

One of the decisive factors for a successful sowing campaign is the provision of diesel fuel to agricultural producers at a reduced price. Rustam Minnikhanov recalled that every year, oil industry workers seriously support agricultural producers in providing fuel and lubricants. “As always, Tatneft and TAIF promised to support ,” said Rustam Minnikhanov. “Let’s applaud them in advance for this support to happen.” I hope that this year both companies will provide the necessary support to the villagers. ”

Rustam Minnikhanov during the board meeting also recalled that one of the most important tasks is to increase the efficiency of agricultural production. As before, the indicators by region are very different.

“We are a republic that produces large quantities of milk. The bulk of agricultural enterprises counts their business on milk. Kookmore stepped over a daily milk yield of 300 tons. And this is a huge victory. Good results in daily milk yield are also found in Atninsky, Baltasinsky, Sabinsky districts. These are the areas that are really engaged in milk, ”said Rustam Minnikhanov.

At the same time, according to him, such areas as Mendeleevsky, Cheremshansky, Bugulminsky, Kamsko-Ustinsky districts produce too small volumes of milk. “Your attitude to milk is bad,” Rustam Minnikhanov said, referring to representatives of the leadership of these areas. “How do these people plan to run their business?”

In the republic, the issue of unused agricultural land is also relevant. Of the 43 thousand hectares last year, only 8 thousand hectares were involved in the turnover, as the President of Tatarstan informed. According to him, the largest number of unused lands is in Verkhneuslonsky, Laishevsky, Almetyevsky, Zelenodolsky districts.

“We need to use legal methods and deal with each case,” said Rustam Minnikhanov. - Each centimeter of land has a price. The earth should bring benefits to those who live and work on it. ”

Today, one of the main tasks is the development of rural areas and increasing the business activity of the villagers. It is important to keep people in the village, creating decent conditions for them, said Rustam Minnikhanov. He recalled that a large housing construction program is being implemented in the region, but it is impossible to build housing only in cities - there is a serious demand in rural areas.

“The question is not only to enter the built housing, but to build correctly. Kukmor, Baltasi - here is a huge demand for individual housing. We need to support the countryside. It is necessary to create jobs there. And let's see what can be done on individual housing there, ”Rustam Minnikhanov suggested. We see great prospects in the state program "Integrated Development of Rural Areas", and it is important that its measures are aimed at improving the living conditions of the villagers, he said.

Rustam Minnikhanov also recalled that by the Decree of the President of Russia Vladimir Putin, it is necessary to increase the volume of agricultural exports. “Promising export directions are halal products,” Rustam Minnikhanov said. “We have established relations with the Organization of Islamic Cooperation, and we must use these tools to maximize our potential and capabilities in this matter.”

Then the President of Tatarstan focused on the activities of specialized universities and the training of specialists. In particular, he cited data that the applicants of the Veterinary Academy and the Agrarian University have the lowest exam score in the republic.

“I also note that only 8% of graduates arrived at the end of the university to work in agricultural enterprises. It is worth recognizing that young, qualified personnel practically does not go into the industry. We must ensure their return to the village! We need to see the full system - whom we teach and where we get the specialists from.”

The level of research and development in the republic remains low. Rustam Minnikhanov gave the following figures: in 2019, only 3 patents were registered at the Veterinary Academy, and 27 at the Agrarian University.

Addressing the representatives of the Veterinary Academy, Rustam Minnikhanov urged them to strengthen their activities in scientific research. “Your task is not only to educate students, you must be engaged in science, create new technologies, new approaches. Scientists should also be engaged in science! ”Said the President of Tatarstan.

Rustam Minnikhanov expressed gratitude on behalf of the residents of the cities to the villagers for providing the citizens with high-quality natural products. So, for the 21 agricultural fair in large cities of the republic, products worth 1.4 billion rubles were sold.

This is good support for the population when high-quality agricultural products go to the cities from producers, said Rustam Minnikhanov, we need to expand supplies and keep holding fairs in cities.

At the end of the collegium of the Ministry of Agriculture and Food of the Republic of Tatarstan, state awards of Russia and the Republic of Tatarstan were presented.
