National projects in agriculture are aimed at the development of cooperation

On November 26, a meeting of the RT State Council Committee on Ecology, Nature Management, Agroindustrial and Food Policy was held. Parliamentarians reviewed the results of the state program "Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets in the Republic of Tatarstan for 2013 - 2022" for the III quarter of the year.

A report on the results of the state program was made by the Deputy Minister of Agriculture and Food of Tatarstan Rishat Khabipov. For 9 months of this year, 9.9 billion rubles were allocated for the development of the agro-industrial complex, 3 billion of which are from the federal budget. The volume of production of all agricultural producers of the republic in January-September amounted to 190.7 billion rubles.

“Small forms of farming in the countryside play a key role in the development of entrepreneurship and the sustainable development of rural areas,” Rishat Khabipov explained.

For 10 months of 2019, peasant farms and private household farms produced 598 thousand tons of milk, including 145.5 thousand tons produced by peasant farms. 87.7 thousand tons of ivestock and poultry in live weight were sold, more than 308 million eggs were produced.

As noted by Rishat Khabipov, the law on the development of personal subsidiary plots in Tatarstan has been in force for four years, aimed primarily at supporting citizens who keep livestock in private farmsteads. Since 2010, the Ministry of Agriculture and Food of the Republic of Tatarstan has annually subsidized them.

“Over 3 billion rubles have been allocated from the republican budget alone to preserve the dairy herd. This year, support was allocated in the amount of 396.4 million rubles, ”the speaker said.

The Deputy Minister of Agriculture and Food of the Republic drew attention to the fact that this year will start the implementation of the national project “Small and Medium Enterprises and the Support of Individual Entrepreneurship Initiative”, which focuses on the development of cooperation. The republic currently has 273 consumer cooperatives, 45 of which were created in 2019.

Since 2018, grants have been allocated from the budget of the republic for the development of the material and technical base of start-up cooperatives in the amount of up to 5 million rubles. Grants were received by 27 cooperatives worth 125 million rubles, including grants for 16 cooperatives worth 75 million rubles in 2019. To provide information and advisory services to the population, a Competence Center for the Development of Agricultural Cooperatives of the Republic of Tatarstan was created.

Rishat Khabipov also told about the technical re-equipment of the agro-industrial complex, the subprogram “Sustainable Development of Rural Areas”, grant programs of the Ministry of Agriculture and Food of the Republic of Tatarstan to support novice farmers, etc.
