The Ministry of Agriculture of Russia notes the steady development and stable pace of the digital transformation of the country's agricultural sector. According to a study conducted by the department in 85 constituent entities of the Russian Federation, 20% of them demonstrate a high level of IT development and the introduction of technological solutions in the agricultural sector. An average indicator is noted in 29% of the regions.

According to the data obtained, the leaders in the rate of introduction of digital approaches in agriculture are Altai and Krasnodar Territories, Kursk, Lipetsk and Samara Region, the Republic of Bashkiria and the Republic of Tatarstan. The lowest rates are recorded in the Jewish Autonomous Region, Amur, Kirov, Kostroma, Magadan and Murmansk regions, Kamchatka and Primorsky territories, the Kabardino-Balkarian Republic and the Karachay-Cherkess Republic.

The level of agro-industrialization digitalization in the regions was assessed by such indicators as testing pilot solutions and their replication, full-featured application of e-Government and new digital technologies, amending regulations to implement the departmental project “Digital Agriculture”, unifying and applying centralized solutions. There is also the possibility of connecting existing regional systems with a high level of development of IT technologies.

The departmental project "Digital Agriculture", designed for 2019-2024, is aimed at agricultural producers of all categories, including small and medium-sized businesses, as well as personal subsidiary plots. In all regions of the country, the process of submitting industry and other reports to the Ministry of Agriculture of Russia will be facilitated due to the possibility of electronic transmission. Farmers will be able to use the services of the national platform “Digital Agriculture”, including such as “Effective hectare”, “Agrometeoprognozirovanie”, “Teleagronom”, “55th agricultural university”, as well as the Knowledge Base, online consulting services and others .

In addition, on the basis of the Federal State Budgetary Institution “Analytical Center of the Ministry of Agriculture of Russia”, a Competence Center has been organized. Its task is to provide informational, expert and methodological support for the project implementation process. A part of the national platform “Digital Agriculture” is the “Single Window”, which is a universal and flexible tool for collecting and subsequently storing statistical information about the current state of the agricultural sector. The analysis of big data will provide an opportunity to study and increase the effectiveness of government support measures, which is especially important for small and medium enterprises.
